Request for Quotation-Provision of Vocational Training to Beneficiaries in Mosul.

Background:

Human Appeal (HA), in partnership with the United Nations Development Programme (UNDP), is implementing a vital project in Nineveh Governorate, Iraq, aimed at enhancing the livelihoods and economic resilience of vulnerable populations, particularly youth and women. The project, titled "Employment Promotion through Skills Development and On Job Training in Mosul City, Ninewa Governorate- IRAQ," targets two key areas within Nineveh: Mosul City and the Nineveh Plain.

In Mosul city, the project will provide vocational training to 200 beneficiaries, equipping them with essential skills aligned with market demands. These interventions are designed to foster economic recovery in these post-conflict areas, focusing on empowering women, promoting social cohesion, and strengthening community resilience.

HA’s approach is comprehensive, incorporating a range of methodologies tailored to the local context and prioritizing accountability, gender equality, value for money, and the capacity building of national institutions. The project also emphasizes the environmental and social impacts of its activities, ensuring sustainable development outcomes.

By facilitating income generation through skills development and employment, the project aims to contribute to peacebuilding efforts and the rebuilding of vital services in these communities. Engaging the community in this recovery process is central to HA’s strategy, as it fosters ownership, renews pride, and strengthens the relationship between civil society and government.

Objective(s)

Human Appeal is actively looking for private sector service providers who are willing to offer vocational training to 200 beneficiaries (Expandable) in Mosul. The aim is to equip these individuals with vital skills that are in line with current market demands. The selected vocational training service provider will be responsible for supplying training materials, necessary equipment, and qualified trainers (based on the agreed budget) under the supervision of HA and UNDP standards,  for the designated subjects, which will be determined based on the results of a market assessment. Furthermore, the provider is expected to collaborate closely with the Human Appeal consultant screening to identify the specific training topics. Human Appeal will facilitate the process by providing a list of participants and will also cover their transportation costs.

Scope of Work

  1. The Service provider will provide vocational training for 200 project BNFs in Mosul.
  2. HA will select the BNFs for the training according to internal policy and standards.
  3. The Service provider will deliver in-person training for up to 40 working days per course, during 60 calendar days /Periods , a minimum of 5 hours of training per day.
  4. The Service provider is responsible for providing centers for conducting the training for 200 BNFs in Mosul city and subjected to be increased.
  5. The Service Provider is required to identify qualified trainers to deliver the classes in advance/All Cvs should be submitted during technical proposal.
  6. The Service provider is responsible for providing all the necessary stationery, materials, tools, machinery and equipment required to deliver both the theoretical and practical sessions./Technical Proposal required. Please indicate the tools/materials per workshop
  7. The Service provider should proactively ensure relevant safety measures are implemented, including the provision of personal protective equipment.
  8. The Service provider should ensure that training centers are safe and secure, and there are appropriate, segregated sanitation facilities for men and women.
  9. The Service provider is responsible for providing the training course curriculum/training manual. The final curriculum and training materials will be signed off by the HA Project Manager before the beginning of the training.
  10. Each training course should include both theoretical and practical exercises, tailored to preparing the beneficiaries for the application of the learning to their job.
  11. The Service provider will be responsible for providing any handouts and training materials for participants.
  12. A careful record of attendance should be kept by the trainer and verified by the HA.
  13. In case the project participant dropped out from the training, it should be reported to HA.

Methodology

  1. The training provider will submit the following as mentioned below:
  • Agenda for each training Course
  1. Classroom-based theoretical sessions
  2. Practical sessions to develop skills.
  3. Pre-test to be conducted at the start of the course.
  4. Post-test to be conducted at the end of the course.
  5. Feedback on participants’ engagement in the course.
  6. Track and verify attendance of participants.
  7. Participants training attendance sheets will be provided upon request of payment by the Vocational Training Service provider
  8. Vocational Training Service provider is responsible for following up on participants' daily attendance.
  9. Any relevant training materials and handouts should be provided for participants.
  10. All training materials should be in Arabic.
  11. Last day of the training Reporting Weekly report Final report
  12. Weekly report on the VT training and participants’ attendance to be provided to HA Project Manager.
  13. Final report upon completion of all courses to be provided to HA PM including successes, challenges, mitigation measures and photos of the training. Weekly basis Final report within one week after the completion of the training.
  14. The training center and the trainer shall allow HA to:
  • Visit the training course, monitor the progress, and make suggestions to attain the objective of the training classes.
  • Bring in private sector employees during the training and the graduation ceremony, to strengthen the link with the labour market.

Duration and timeline

The total expected duration to complete the assignment will be 2 months with the availability of an extension starting from 1 November 2024.

The Service provider shall be prepared to complete the assignment no later than two months after signing the contract.

The vocational training courses should be started on 15 November the duration before the starting will be for the preparation and supplying of the materials.
