1. Introduction to Amal organization for relief and Development:
Amal Organization for Relief and Development organizations a Syrian non-profit NGO. The organization was established at the beginning of 2013 in Syria.  On 06.06.2014 the organization was officially registered in Turkey, Gaziantep under registration number /22063-2014/ and was registered in Erbil, Iraq on 13/12/2020 under registration number 5186.
Amal Organization was established by individuals who sought to unite efforts and promote collective actions for the benefit of civil society in Syria as a whole, sought to improve the human reality in Syria, and sought to implement development projects with a high level of professional through the extensive experience in managing relief and development projects in conflict areas, and identifying the core needs in each region, Amal Organization continually increasing its ability to intervene and manage it’s projects properly, through technical and administrative experience, and good coordination with all stakeholders within the region, and providing them with the required support, resources, consultations, and follow-up to ensure the maximum benefit of the implemented projects, whether in terms of quality or the number of benefiting communities
Through the integration of four sectors (i.e., FSL, NFI, WASH, and Protection), Amal is working to alleviate the suffering of the Syrian people, especially females and children. In each field office, Amal has the necessary logistics, finance, M&E, and media teams to support the outputs of each project. In addition to all of this, Amal has support team based in both, the NES and the country office to ensure that the projects are managed in accordance with donor compliance and the partner rules and regulations.
2. Project Description:
The proposed project aims to empower youth for climate change mitigation and increase the access to safe irrigation water to improve human health and at the same time to introduce the concept of reusing wastewater as a way to adapt to water scarcity intensified by climate change. To this end, a system of integrated wastewater management will be introduced. In its centre will be an anaerobic baffled reactor (ABR) in which after the final set up approx. 100,000 m2 land will receive treated wastewater and 100,000m³ water can be treated yearly which will also at least slightly relieve the river ecosystems off pollution.
The wastewater will be a mixture of grey and blackwater taken directly out of the wastewater channel, the efflux will be used by farmers to irrigate their fields. During the treatment many pollutants and pathogens will be removed from the water, and though it is not safe for drinking and personal use afterwards, it will meet the WHO standards to irrigate trees.
As the ABR works through the principle of gravity alone it does not need any energy supply and does not produce emissions. It only needs to be cleaned occasionally off the precipitated sludge which the target group after training can easily do themselves. Therefore, this facility needs only a very low maintenance effort and can be managed by the community.
As at the moment, there is no wastewater treatment at all, this decentralized wastewater reuse is a pilot project in the area. It is accompanied by a high amount of sensitization and awareness-raising activities among the target population to raise social and cultural acceptance and show the advantages for human health and the environment. 
At the same time, it shall be used as a learning tool and training example for employees of relevant government authorities and university graduates with the aim of spreading and multiplying this solution.
3. Objectives:
  • Integrated wastewater management has been introduced in selected university in Erbil and wastewater is treated appropriately.
  • Raise awareness among young males and females about climate change.
4. Essential Duties and Responsibilities:
Please refer to the below documents including the project outcomes, objectives, and required tasks and deliverables.
Amal and the Contractor shall keep each other informed on activities and issues that affect the cooperation in general and the implementation of the Service on a timely basis in particular. The Parties shall inform each other of meetings, discussions, and presentations held in other coordination forums related to the project.
Specific roles and responsibilities of Amal – UKH:
  • Focal point of official communication to monitor the implementation works.
  • Overall project management and control.
  • Approval of delivered services by the Contractor and payment of services in line with the agreement.
5. Qualifications Required:

The contractor shall have the following qualifications:
  • Technical Experience: The company should have experience in designing and implementing Grey Water Treatment Systems/ concrete water tanks or septic tanks.
  • Past Projects: Provide examples of similar projects completed, including scale and complexity.
  • References: Offer client references and contact information for similar projects.
  • Qualified Personnel: Key staff should have relevant qualifications and certifications in environmental engineering, water treatment, or related fields.
  • Technical Knowledge: Demonstrate a strong understanding of greywater treatment technologies and methodologies.
  • Health and Safety: Compliance with health and safety standards in the design and implementation phases.
6. Proposal Submission Guidelines:
6.1 Technical proposal:
The following integral part is a Request for Proposal and should be sent by email:
  1. Authorized locally (Individually or Companies).

  2. Certified license.

  3. Contractor’s CV/Company profile – highlighting experience in similar projects, particularly those involving wastewater treatment, water tanks, septic tanks, irrigation, and flood protection.

  4. Detailed project implementation plan with a timeline, including key milestones for the wastewater treatment system, irrigation setup, and embankment construction.

6.2  Financial proposal:
All fees for the Implementation of the ABR System should be in Iraqi dinar, IQD only. (refer to BOQ, to be filled, signed, stamped, and submitted)
6.3   Submission of proposal:
             Your offer should be prepared in ENGLISH.
The offer is submitted in one envelope that includes three envelopes, stressing the need to stamp and sign each of the four envelopes separately. If the bidder does not comply with this, he/she will be excluded.
 The first envelope contains:
  • Contractor classification
  • A copy of the ID
  • Authorized locally (Individually or Companies
  • Certified license
  • Contractor’s CV/Company profile – highlighting experience in similar projects, particularly those involving wastewater treatment, water tanks, septic tanks, irrigation, and flood protection
  • A paper file in which the bidder explains his/her mechanisms, installments, equipment’s and warehouses
The bidder must submit all documents / contracts that prove that he/she has real experience in providing the required service / commodity. If the bidder does not prove his/her previous experience by submitting official documents, he/she will be excluded from the evaluation.
-The second envelope contains
The technical conditions booklet, where a paper is attached to it showing that the bidder has reviewed the entire technical conditions booklet and is committed to it
Anyone who does not submit a signed technical conditions table as evidence of his/her commitment will be excluded With the required technical conditions
Material certificates, technical and health certificates with a full and detailed explanation of each item of the tender
A warranty period must be specified for the project, according to which the bidder is obligated to repair any defect or any poor implementation
Acknowledgment of visiting the work site and reviewing all project documents
.   Detailed project implementation plan with a timeline, including key milestones for the wastewater treatment system, irrigation setup, and embankment construction
The third envelope contains
• The financial offer in a clear and explicit manner and completes all the required matters without any erasure or deletion or errors in addition or arithmetic operations with a statement of the payment terms
-The fourth envelope contains
The three envelopes are stamped with the contractor’s stamp and signature
Notes:
1 – The bidder must write his/her  name and envelope  contents on each envelope then close it carefully, stamp and sign it.
Any request that does not include the previous information and adheres to the procedures is subject to rejection by the committee
The bids will be evaluated according to the economic score:
– Experience in implementing similar projects (40%)
– Financial capacity and availability of mechanisms and equipment (20%)
– Quality of materials and service provided (40%)
– The percentages will be collected and the total divided by the price
5 The supplier or his representative is obligated to submit the bid in the tender box at the Amal office in Einkawa near Chinar Complex within the specified period. 6th October until 17th october-2024, 5 PM Bids will be accepted from the date of publication at the Amal office in Erbil in Einkawa
7. Payment terms and Schedule:
No down payment will be made prior to the commencement of work. Payments will be structured as follows:
  1. 25% Completion: 25% of the total contract value will be paid upon completion of 25% of the construction activities.
  2. 50% Completion: 25% of the total contract value will be paid upon completion of 50% of the construction activities.
  3. 75% Completion: 25% of the total contract value will be paid upon completion of 75% of the construction activities.
  4. 100% Completion: The remaining 20% will be paid upon full completion of the construction activities and final inspection and approval.
 Security Deposit: A 5% security deposit of the total contract value will be retained and paid one month after the project has been officially handed over. This deposit will be released following the satisfactory completion of any punch list items and compliance with all contract terms, ensuring that all contractual obligations have been met.
8. Validity Period of Offers
The period of validity of the offer shall be Eight [4] weeks from the deadline of submission which should be indicated in the offer.
