PURPOSE OF DIVISION:

Job Purpose:
The role of a Social Mobilizer is essential for engaging communities, facilitating communication, and ensuring that project activities align with the needs and capacities of local stakeholders and to assist Livelihood project officer with the development and implementation of the project activities, including project plans, organizing community meetings, identification of farmers, meetings with farmers, helping FSL officer in distribution of agriculture inputs, follow visits of farmers and monitoring activities in Halabja governorates
KEY WORKING RELATIONSHIPS
- HoP as direct line manager, Country Director, FSL and OCWP Coordinator, FM, HR Coordinator as CMT Members and Head of Departments, and MEAL.
- Admin & Liaison Officer, Procurement Officer, IT Officer and Security Officer as subordinates.
Generic responsibilities:
- Ensure that the country set up comply with IRW policies and donor requirements.
- Ensure anti-corruption/Fraud focus in procedures.
- Provide regular analysis and reports.
Specific responsibilities:
KEY ACCOUNTABILITIES
The job holder is accountable for fulfilling his or her roles and responsibilities in line with Islamic values and principles of fairness, humanity, honesty, respect and fair treatment of his/her colleagues and staff.
1. Conduct community meetings to raise awareness about the project’s objectives, benefits, and implementation process. |
2. Mobilize and motivate local communities to participate actively in project activities. |
3. Facilitate awareness campaigns on agricultural best practices, climate-resilient farming techniques, and resource management |
4. Assist in forming farmer groups, cooperatives, or community-based organizations (CBOs) to strengthen collective action and resource sharing.

5. Facilitate group meetings, provide guidance on group management, and encourage collective decision-making to improve productivity and market access.
|
6. The Social mobilizers will be based in Halabja Governorate and will be responsible to identify vulnerable farmers as per the agreed criteria. The Social Mobilizers will be responsible to mobilize and organize communities, conducting meetings with community leaders, right holders’ identification, training arrangements, assisting project officer in the implementation of project activities, distribution of business kits and regularly monitoring field activities. |
7. Conduct regular visits to the field for project activities implementation and conduct regular follow-ups with the project beneficiaries’ activities.

8. Follow up visits to farmers for different project activities, organizing meetings with farmers.

9. Support the MEAL department on conduct baseline & endline surveys.
|
10. Prepare daily, weekly and monthly reports.

11. Any other task assigned by FSL officer
|
12. Traveling to Erbil main office to attend the required workshops, trainings and other events.

PERSON SPECIFICATION
It is essential that the post holder shows a good understanding and empathy with the Islamic values and principles as well as commitment to IRW’s vision and mission. This section should detail the requirements of the role in the following sections:
ESSENTIAL:
- A) EDUCATION/TRAINING
Required:
- Minimum of Diploma Degree in agriculture, Development studies or related field.
- B) EXPERIENCE
- 1-2 years’ experience in the field of agriculture or livelihoods working with INGOs/NGOs.
- Previous experience working in the same field is an advantage.
Required:
Professional Qualifications.
- Extensive experience in working for NGO or INGOs on Development fields with a minimum of two years of relevant experience.
- Demonstrated capacities to establish and maintain strong, collaborative working relationships with government officials, local organizations, communities and other stakeholders.
- Proficiency in Kurdish (speaking, reading, and writing) is essential. English and Arabic proficiency are advantageous
- Good writing and reporting skills.
- Ability to multi-task and meet deadlines.
- Proficiency in computer applications (MS Word, Excel, Power point).
DESIRABLE:
- Experience as a Development Officer with an INGO, responsible for implementing livelihood projects, coordinating with local organizations, and building partnerships with stakeholders. Demonstrated capacity to manage project timelines and meet deliverables in dynamic, often challenging environments.
- Hands-on experience as a Livelihood Officer in agricultural projects, including cash-for-livestock programs, conditional grants, or in-kind support Skilled in identifying community needs, selecting beneficiaries, and overseeing distribution and training activities. Successfully contributed to projects improving food security and economic resilience for rural communities.
