Background:

ZSVP (Zakho Small Villages Projects) as a local NGO, Non-profit established in 1991, is interested on community development to promote the ability of vulnerable groups of rural communities and help them for fair sustainable life.
In 1991, after the First Gulf War, ZSVP took part in the relief efforts for the refugees and internally displaced people and in reconstructing of infrastructure of rural areas of Dohuk governorate through rebuilding (shelters, water projects, schools, clinics, irrigation channels, and roads) to enable people to return back to their v illages and start their life. After the UN resolution 1996, ZSVP moved away from relief oriented approach to a more developmental approach. Since 1998, ZSVP has disseminated environmental information and conducted workshops and training courses for diffusing sustainable agriculture methods and environmentally sound technologies, integrated pest management techniques, nutrition methods water and environmental health care to various groups’ (farmers, rural women, extension agents, students and NGOs).

ZSVP is looking for a Logistic Officer :

JOB TITLE:  Logistic officer

NUMBER OF JOBS: 1 Logistic Officer

WORKING HOURS: Full Time (8:00 - 16:00)

LOCATION: ZSVP  Duhok office With regular Visits to all Ninawa District

SUPERVISOR/MANAGER:  Admin Manager

 

 

Purpose of the Position
The Logistics Officer is responsible for coordinating, consolidating, and ensuring the smooth implementation of logistics and procurement activities. They will provide comprehensive logistical support to all ZSVP projects, ensuring operational efficiency and strict adherence to organizational policies and procedures.

A Logistics officer is responsible for providing logistic support and overseeing the overall logistic processes in support of the objectives of the organization. They are responsible for the planning, oversight, and management and coordination of logistics support operations to ensure smooth accomplishment of projects.It also involves ensuring that a project takes-off and is completed smoothly. Logistics officers handle the project logistics, organization, and safety by adequately scheduling staff, subcontractors, consultants, and vendors to ensure timely completion of projects. They are also responsible for prioritizing work orders and organizing tasks based on project deadlines.

 

The Logistics Officer’s will handle contracting and other logistics tasks and provides support to field-offices’ and projects’ administration on logistics related matters. The incumbent is expected to deal with customers with maturity, tact and diplomacy

 

Qualifications & Preferred Skills

Logistics Officer job description should contain a variety of functions and roles including:

  • Responsible to complete all procurement requests on time and make sure that all the payments are supported with needed documents.
  • Prepare request for quote (RFQ), Tender Package and monitor bid reception.
  • Follow up with suppliers and contractors to ensure timely and effective supply and delivery of goods, services and works.
  • Member in Tender/Quotation opening and analizing committee.
  • Manage the Transportation of goods from Suppliers location to different location.
  • Carry out annual property inventory and provide other report in his area of responsibility.
  • Ensure follow-up of the fleet (repairs, maintenance, use).
  • Make sure that all safety / security rules implemented and followed (First Aid Kit, vehicles in good condition).
  • Manage the repairs of the equipment (including computers, printers and photocopy machine as needed).
  • Work in close coordination with Finance/Program teams in chalking out procurement plans for smooth and timely implementation of project activities;
  • Ensure all documentation is in place and in compliance with ZSVP policies & procedures and donor rules;
  • Monitor receive and release supplies based on received authorizing documentation. Verify quantities and quality (including packing) according to goods receipt document, packing lists, waybills, pre-delivery inspection reports or purchase orders/Contract  and report discrepancies if any;
  • Maintaining and updating supplier information such as qualifications, delivery times, product ranges, etc.
  • Maintaining good supplier relations and negotiating contracts
  • Follow up with suppliers and contractors to ensure timely and effective supply and delivery of goods, services and works.
  • Ablity to travel to Ninewa Governorate as per project needs .

Qualifications
Education:

  • Diplom/ Bechlore Degree OR a combination of education and work experience
  • Familiarity with basic finance

 

 

Experience and skills:

  • knowledge of logistics and procurement procedures. Management experiences will be desirable.
  • A good experience in supervision is required.
  • At least Five years of experience of related works, or working as logistic or relevant field work with NGOs.
  • Ability to effectively use computer software including Microsoft Outlook, Word, and Excel.
  • Good in spoken and written English, Kurdish and Arabic is a must.
  • Able to priorities clearly, oversee multiple tasks and multiple projects, set clear objectives for staff and delegate.
  • Excellent organizational and time-management skills.
  • Act as a reliable and supportive team member.
  • Problem-solving and decision-making aptitude.
  • Excellent communication ( spoken, written and presentational ) skills , including ability to present sensitive issues /positions , write reports and quantitatively justify logistics decisions; 
  • Ability to manage logistics pogramme in field operations of to formulate effective strategies and technical approaches to logistics issues and related areas. 
  • Strong customer service focus and ability to work well with people from varied backgrounds and cultures at all levels in organization.
