ABOUT LA CHAINE DE L’ESPOIR 

La Chaîne de l'Espoir is an international NGO founded in 1994. Its mission is to strengthen health systems to give everyone, and in particular children, the same chances of survival and development. We operate in 28 countries with a global approach, centered on the child but also on mothers and vulnerable communities: 

  • Prevention and sickness detection from an early age, particularly in the context of school health programmes. 
  • Care and surgery, to meet the most urgent needs of children and their mothers. 
  • Training and transfer of skills to local teams thanks to our international network of experts in all fields of surgery. 
  • Construction and equipment of hospital structures adapted to local needs. 

 

CONTEXT  

In Iraq, CDE started working in 2005 implementing cardiac paediatric surgery through surgical mission, treatment of children in France, capacity building and equipment donations.Since 2014 CDE has been working in Iraq with a permanent team and a specific focus on secondary healthcare for Iraqi displaced population.  

From 2020, CDE current flagship project in Iraq is the construction of the Sinjar French Medical Centre (SFMC) funded by the CDCS - French Ministry of Foreign Affairs, the European Union and CDE own co-financing. This new hospital will be providing primary, emergency, and intensive care for adults, obstetric care for women and specialized care for mothers and children. The construction project started in January 2022 and will last up to the end of 2023. 

CDE is also currently working with Expertise France to design a multi-year technical support project covering infrastructure, waste management and biomedical support for the newly reopened Mosul University Research Care Centre (MRCC).  

 

POSITION AND MISSION 

Under the direct management of CDE Head of mission, and technical reporting line to the CDE head of infrastructure department you are the lead expert for CDE to ensure the correct implementation of CDE Infrastructure and biomedical projects.

   

 

As a CDE infrastructure coordinator, you are the focal point involved in the management of two projects, the ongoing construction of the SFMC hospital in Sinjar town and the MRCC technical support in Mosul 

 

General scope of the position: 

The Infrastructure Coordinator is in charge of planning, coordinating and monitoring all constructions and/or renovations and/or bio-medical equipment related activities in Iraq/KRI. Especially, you will follow-up of the SFMC construction project according to the technical processes and standards until the perfect completion of the work.   

You are under the management of the Head of Mission and under the technical supervision of the Infrastructure and Equipment Manager (HQ). 

 

MAIN ACTIVITIES 

Essential duties and responsibilities:  

 1. Technical monitoring of infrastructure projects and especially the Sinjar French Medical Center (SFMC): 

  • Ensures the completion of the work within the planned time frame and the allocated budget. 
  • Participate in the follow-up of the work of the various trades involved in the project. 
  • Guarantee the conformity of the execution with the contractual documents, state of the art and specific medical buildings requirements. 
  • Guarantee the quality of the works on hospital site.  
  • Control the security and safety on site. 
  • Report weekly to HQ and Head of Mission about the project progress.  
  • Monitor and ensure compliance with the monthly schedule, budget and report for the technical construction of SFMC, as well as treasury forecast in compliance with CDE’s regulation and infrastructure programme implementation; 
  • Provide technical answers and advice regarding construction related topics. 
  • Collect data and information (monthly) to monitor the hospital progress on site, to follow the projects implementation, and fill-in indicators table. 
  • Propose corrective action plans, in case of discrepancies observed. 
  • Organize weekly site meeting with the general contractor and the construction management company. Alert and propose corrective action plans in case of discrepancies regarding the supervision missions. 
  • Verify the technical part of the administrative and financial documents related to the construction and equipment and share comments to Admin / HR / Finance coordinator.  
  • Participate in the preparation of budget follow-ups and forecasts regarding infrastructure aspects.  
  • Prepare invoices for payment of the works and anticipate the cash flow required for payments. 
  • If a re-evaluation/modification is needed, prepare technical description and cost estimation. 
  • Carry out a monitoring of the local companies and their references when required. 
  • Write analysis reports and contribute to donors’ report on technical sections.  
  • Contribute in financial audit and final evaluation by provided supporting documents as required.  

 2. Technical team management for SFMC and MRCC projects 

  • Supervise staff under his/her responsibility -four specialized Engineers (2 Biomed, MEPs, Structure and architecture)- to achieve proper monitoring and follow-up of the constructions and biomedical works. 
  • Set objectives, train and evaluate bi-annually the staff under his/her responsibility. 
  • Ensure technical support for his/her area of activity and provides coaching to staff under his/her responsibility. 
  • Ensure a proper Human resources set-up of the mission on construction site to reach agreed objectives, including staff recruitment, supervision, appraisal, mentoring and capacity building. 
  • Support the collaborators recruitment for the technical team within countries and integrate them into operations. 
  • Ensure the cohesion of the technical team, establish a climate of trust, good communication and regular exchanges among all employees. 
  • Facilitate the coordination between the team under his/her responsibility and other departments. 
  • Work closely with the Head of Mission to ensure that operations comply with the best practices all along the project cycle; 
  • Organize and lead a weekly meeting with all Infrastructure team HQ and Iraq teams and provide a weekly report to all team with precise action plans and deadlines. 

3. Project management and legal affairs  

  • Supervise the implementation and development of the SMFC and MRCC projects. 
  • Provide the interface between HQ project management and local partners (authorities, architects, companies). 
  • Write the necessary documents, including contextualized, quality proposals. 
  • Undertake pro-active prospection and propose alternative possibilities if needed. 
  • Manage all contracts regarding the construction (general contractor, contract management company, sub-contractors, etc.) during the construction for the SFMI project (BoQ, compliance of reports/works situation with contractual requirements, etc.).  
  • Supervise, with CDE team, the negotiation of the contract with the general contractor and the contract management company regarding the construction of the SFMC and equipment procurement and delivery; 
  • Manage the implementation of contractual and legal clauses in close coordination with the Legal and Development Affairs specialist and the Head of Mission. 
  • Guarantee the respect of the contract clauses in close coordination with the Legal and Development Affairs specialist and the Head of Mission. 
  • Contribute to ensuring that CDE and donors’ procedure are respected so as to ensure the eligibility of all expenditure. 

 4. Construction Representative  

  • Be the focal point with the various external and internal partners involved in constructions: General contractor, Supervision Team, HQ, local authorities… in relation with the Head of Mission. 
  • Manage and control the General Contractor and the construction management company.   
  • Manage relationships with the Ministry of Health (MOH) Engineers team regarding CDE technical and architectural design and construction for the SFMC. 
  • In coordination with the Head of Mission, represent CDE to relevant audiences, maintains contact and communicates with different interlocutors, and identifies key opportunities and events for CDE to position itself as a key player for health issues in Iraq. 
  • Collaborate with CDE headquarter and support technical team in the preparation and proper conduct of the construction progress, whether internal or external. 

 

Qualifications & Preferred Skills

 

TRAINING AND EXPERIENCE 

Education: 

  • Minimum BSc in civil engineering or architecture.  
  • Master degree would be an asset. 
  • Project management certificates would be an asset 

  

Work experience: 

  • You have at least 7 years of successful experience in building engineering and site management, on new projects and renovations, of all trades with real management skills. You also have a good knowledge of Iraq and Iraqi Kurdistan. 
  • Experience in Hospital building is an asset. 

SKILLS AND QUALITIES REQUIRED 

Languages:  

  • Fluency verbal and written communication skills in English and Arabic. 
  • Knowledge of Kurdish is desirable.  
  • French is an asset.

  • Stress management, ability to manage fatigue and set limits.

  • Iraq national contract, 12 months full time contract with possibility of renewal.  
  • Salary range: From 2,646 USD + possible top up according to the seniority in CDE Salary scale.

NB: This position is based in Erbil with at least 2/3 days working/traveling to Mosul/Sinjar per week (around 50% of the time).
