
DCA is an International Non- governmental Organisation (INGO) that has worked in Iraq and KRI since 2017, implementing life-saving Humanitarian Activities through Mine Clearance, Risk Education, Psychosocial Support and Child Protection activities through local partner organization.
DCA is looking to hire Quality Assurance Officer (QAO) who will later transfer to DCA’s partner organization after the individual is deemed qualified for QAO. The QAO’s main responsibility is to ensure quality and standards are maintained for training and mine clearance operations for DCA’s partner organization. The QAO will report directly to the DCA Operations Manager until the QAO is qualified to transfer to DCA’s partner organization and report to their CEO. The QAO will be responsible for ensuring the quality of training and HMA operations IAW DCA SOPs, National Mine Action Standards, project plans and donor agreements. This will include conducting liaison with DMA, coordinating accreditation and training up for DCA’s partner’s accreditation. You will be working closely with staff from DCA, DMA, partner Organization Management and Field teams, to assist in operations and quality assurance. You will be assisting in technical capacity building and enhancing of IHSCO staff, ensuring the quality of partnered organizations training, clearance site safety, QA/QC. This position has the option to provide internal and external training to capacity build the right candidate to reach IMAS IEDD level 3/ NMAS EOD Level 4.
The position may require up to 50% travel to (Mosul)
The main duties relating to this position are as follows:
- Capacity build and enhance national staff.
- Assist in ensuring DCA’s partner organization’s clearance operations in Iraq are following project plans and donor agreements;
- Operate in accordance with the country specific SOP & be prepared to support the development of appropriate SOP (under overall approval of DCA HQ)
- Work with DCA OM and TA’s to provide technical oversight of relevant field operations of the components within the programme for which you are responsible, including training, safety and security, daily operational planning and implementation;
- Liaison with DCA, DMA, Iraqi Army and other organizations in support of training and HMA operations;
- Identify and document any deficiencies regarding clearance tasks, safety and donor requirements.
- Undertake technical assessment of survey and clearance needs and gaps and suggestion potential changes to strategy and implementation;
- Assist DCA’s partner organization to implement quality management systems that support efficient and effective operations;
- Stay informed and current on new techniques, manuals and devices relating to Humanitarian Mine Action;
- Any other duties, as requested by the DCA OM (for one or two years depending on training and capabilities) and DCA’s partner organization’s CEO (the second year if applicable).
Additional responsibilities:
- Represent DCA’s partner organization in relevant fora, including sector coordination and technical working groups;
- Develop and maintain strong and positive working relationship with National Mine Action Authorities, UNMAS, mine action organizations and other relevant stakeholders;
- Develop and drive a culture of excellence, continuous improvement and performance optimization across all mine action projects;
- Be a role model for diversity and inclusion, as well as a positive role model for contributing to the team spirit;
- Actively mainstream gender in all mine action activities.
The post holder should be able to demonstrate the following attributes:
- IMAS EOD Level 1 Certified
- Fluency in English, Arabic and Kurdish.
- The ability to work with and build teams.
Preferences:
- IMAS LEVEL 3+ certified by the IABDS in Besmaya, Iraq.
- Former instructor at an accredited EOD training facility.
- Strong understanding of EOD and DMA procedures and policies.
