Position Summary:



The Senior Operations Officer plays a crucial role in ensuring the efficient, effective, and safe delivery of the organization’s programs across Iraq. This position is responsible for overseeing the day-to-day operational aspects of project implementation, including logistics, procurement, administration, and coordination with field teams. The Senior Operations Officer will work closely with the Deputy Head of Mission- Ops and Security and other operations and program staff to ensure operational support aligns with program objectives and adheres to organizational policies and donor requirements.



Key Responsibilities:



1. Operational Planning and Implementation:

  • Contribute to the development and implementation of operational plans and strategies in line with program objectives and overall country strategy.
  • Oversee the logistical and administrative aspects of project start-up, implementation, and close-out.
  • Ensure efficient resource allocation and utilization across project sites.
  • Develop and maintain standard operating procedures (SOPs) for key operational functions.
  • Proactively identify and address operational challenges and bottlenecks.

2. Logistics and Procurement:

  • Oversee all procurement processes, ensuring compliance with organizational policies and donor regulations.
  • Manage the supply chain, including stores, transportation, and distribution of goods and materials.
  • Ensure the proper management and maintenance of organizational assets, including vehicles, equipment, and supplies.
  • Establish and maintain strong relationships with suppliers and service providers.
  • Monitor and analyze market conditions to ensure cost-effectiveness and value for money.

3. Safety and Security:

  • In collaboration with the Safety and Security Officer, contribute to the development and implementation of security plans and protocols for staff and operations.
  • Ensure adherence to security procedures and guidelines by all staff and partners.
  • Participate in security risk assessments and contribute to the development of mitigation measure
  • Report security incidents and propose actions.

4. Administration:

  • Oversee administrative functions, including office management, communication systems, and documentation.
  • Ensure compliance with financial procedures and internal controls in operational activities.
  • Support budget monitoring and expenditure tracking related to operational costs.
  • Ensure accurate record-keeping and reporting of operational activities.

5. Team Management and Coordination:

  • Directly supervise operations support staff, providing guidance, coaching, and performance management.
  • Foster a collaborative and supportive working environment within the operations team and with program staff.
  • Coordinate closely with program managers, technical advisors, and other departments to ensure seamless integration of operational support.
  • Liaise with local authorities, partners, and other stakeholders on operational matters as required.

6. Reporting and Documentation:

  • Prepare regular operational reports, including logistics, procurement, and safety updates.
  • Maintain accurate and up-to-date records of all operational activities.
  • Contribute to donor reporting as required.
  • Keep NPIQ Assets Register up to date. 
Qualifications & Preferred Skills

Qualifications and Experience:

  • Bachelor's degree in Logistics, Supply Chain Management, Business Administration, International Development, or a related field. A Master's degree is an advantage.
  • Minimum of 5-7 years of progressive experience in operations management within an international humanitarian organization or similar setting.
  • Proven experience in logistics, procurement and administration in complex operational environments.
  • Experience working in Iraq or the Middle East region is highly desirable.
  • Strong understanding of humanitarian principles and standards.
  • Excellent planning, coordination, and problem-solving skills.
  • Strong communication, interpersonal, and negotiation skills.
  • Ability to work independently and as part of a team in a demanding environment.
  • Cultural sensitivity and adaptability.
  • Fluency in English (written and spoken) is essential.
  • Proficiency in Arabic and/or Kurdish is highly desirable.
  • Strong computer skills, including proficiency in MS Office Suite.
  • Valid driving license.
