JOB PURPOSE
The Senior HR/Admin Officer (Sr. HRO) is responsible for supporting the HR and administrative function of Nonviolent Peaceforce Iraq’s (NPI) operational programme. The Sr. HRO is the in-country HR focal point. S/he ensures staff are in compliance with policies and procedures. The Sr. HRO also provides other support services as required (e.g. finance, logistics and government administrative relations).
KEY OBJECTIVES/RESPONSIBILITIES
A. HR Management
- Support HR Manager to develop and maintain appropriate job descriptions that reflect NP’s mandate ensuring they are evaluated according to NP Job Evaluation Guidelines.
- Prepare staff payroll and pay slip with accurate information every month.
- Prepare contracts (terms and conditions of employment) and issue all employment and consultancy contracts in compliance with Iraqi and/or KRG labour laws, NP policies and any relevant Member/donor guidelines.
- Maintain updated information on staff salaries, allowances and income-tax calculations and ensure compliance with current laws and regulations in close collaboration with the Finance Manager and other relevant parties.
- Support HR manager with ensuring all staff members are inducted on NP Global policies and procedures as well as on Iraq Country Programme policies and procedures, including Performance Management processes and practices.
- Facilitate and ensure that performance reviews and the annual appraisal process are conducted regularly by supervisors; ensuring training and advice is available to all managers.
- Ensure departing staff do exit interview to gain feedback and insights into employee perceptions and experience of NP.
- Manage staff timesheets and ensure timely submission of properly completed monthly timesheets.
- Support HR Manager and SMT with general support to HR functions and staffing data.
B. HRIS Management:

- Lead on off-boarding and on-boarding through BambooHR
- Track staff contracts and performance management timeline.
C. Recruitment:
- Manage and lead the recruitment process as appropriate, which may include supporting line managers with short-listing, participating in interviews and carrying out reference checks.
- Ensure hiring practices are fair, equitable and consistent and comply with local regulations, and NP Recruitment Principles
- Vacancy posting internally and externally as appropriate.
- Liaison with potential candidates and assemble required documentation.
- Lead on HR induction process for new staff and ensure that induction checklists are used
D. Employee Relations and Development
- Frequently travel to field offices to provide hands-on practical support to Team Leaders and staff and to build and develop the capacity of the Country office and Field offices teams to help them develop and use effective performance management frameworks and human resource development plans
- Oversee and enforce mechanisms, protocols and practices that are in place to ensure that staff and NP partners are aware of and adhere to NP Child Safeguarding Policies
- Support HR manager in providing input for program planning and assessments for capacity building of partners, including partners' HR planning as well as establishing policies, procedures and protocols for the same.
- Act as HR focal point for all staff and carry out HR capacity building and briefing for staff.
E. Administration and facilities management
- Liaise with relevant government authorities and HR/ Admin staff in each location to obtain timely visas / residency permits for international staff
- Ensure adequate insurance cover for staff is in place and kept up to date
- Prepare documents for payment to Finance.
F. Other
- Perform any other work duties assigned by the line manager

QUALIFICATIONS AND COMPETENCIES
A. Education, Knowledge and Experience: These are skills, knowledge and experience that are important for effective performance.
- Minimum of 2 Years of professional experience in a similar position
- Diploma degree in management, business administration and/or Human Resources.
- Strong cross-cultural communication and resilience skills.
- Strong sense of confidentiality and adoptability for a healthy work environment
- Able to establish and maintain effective working relations with people of different cultural backgrounds.
