Description

Context/Reporting line:

The International Organization for Migration (IOM) is committed to supporting prevention of violent extremism (PVE), rehabilitation, and sustainable reintegration of vulnerable populations in Iraq, including youth and returnees.

IOM Iraq implements rehabilitation and reintegration programming targeting youth transitioning from center-based support to community-based reintegration in Areas of Return. The programme adopts a structured, trauma-informed approach focusing on strengthening resilience, promoting positive coping mechanisms, and supporting safe and sustainable reintegration through coordinated interventions across operational locations. To support effective implementation, IOM is seeking a qualified Senior Programme Assistant – Rehabilitation and Reintegration, based in Erbil, to contribute to programme coordination, implementation follow-up, and monitoring of activities across the rehabilitation and reintegration portfolio.

Under the overall supervision of the Head, Peace, Recovery and Solutions Division (PRSD) and the adminstitiave supervision of the Head of Sub Office (HoSO) and  the direct supervision of the Programme Officer (Return and Reintegration), and in coordination with relevant programme units, the incumbent will perform the following duties.

Core Functions / Responsibilities

  1. Programme Delivery and Facilitation
  • Support the implementation of programme activities related to rehabilitation, reintegration, and prevention of violent extremism (PVE). 
  • Assist in coordinating project activities implemented at Al-Amal Rehabilitation Centre and in Areas of Return and Reintegration. 
  • Support the organization and follow-up of youth mentorship activities, community engagement initiatives, and reintegration support interventions. 
  • Assist in the coordination of activities involving youth mentors, community actors, and local stakeholders. 
  • Support coordination and follow-up of programme activities implemented across Al-Amal Rehabilitation Centre and selected Areas of Return and Reintegration. 
  • Perform such other duties as may be assigned. 

 

  1. Coordination and Liaison 
  • Maintain regular coordination with implementing partners, local authorities, youth centres, and community stakeholders. 
  • Support collaboration with government and non-government service providers involved in rehabilitation and reintegration programming. 
  • Facilitate communication between centre-based activities and community-based reintegration initiatives. 

 

  1. Monitoring and Reporting 
  • Support the monitoring of project activities and outputs in line with project objectives and indicators. 
  • Assist in collecting programme data, preparing activity reports, and maintaining programme documentation. 
  • Contribute to the preparation of internal reports, donor reports, and briefing materials. 

 

  1. Operational and Administrative Support
  • Assist in logistical preparation for programme activities, workshops, trainings, and community events. 
  • Support procurement requests and administrative follow-up related to programme implementation. 
  • Maintain organized project files and documentation. 

 

  1. Knowledge Management and Programme Support
  • Support documentation of lessons learned, good practices, and programme developments within the rehabilitation and reintegration portfolio. 
  • Contribute to the development of programme tools, activity concepts, and internal briefings when required. 

 

  1. Perform other duties as may be assigned.

 

Qualifications & Preferred Skills

Required Qualifications

 

Education:

  • Bachelor’s degree in social sciences, International Relations, Development Studies, from an accredited academic university or institution with four years of relevant professional experience, or
  • Completed Highschool diploma with six years of relevant work experience.

 

Experience and Skills:

  • Familiarity with the Iraqi context and community-based programming is an asset. 
  •  Strong interpersonal and communication skills, with the ability to facilitate structured group activities for youth and effectively engage with participants and, when required, their families.
  • Ability to work with individuals who may have been exposed to trauma, stigma, and difficult life experiences, while maintaining professional emotional boundaries and responding calmly and supportively in challenging situations.
  • Demonstrated interest or experience in working with adolescents and youth.
  • Ability to serve as a positive role model, promoting healthy, respectful, and non-violent behaviors among youth participants.
  • Ability to identify challenges faced by youth and support reflective and constructive problem-solving
  • Openness to learning and applying new facilitation, mentoring, and engagement approaches.
  • Strong interpersonal and facilitation skills, with the ability to manage complex group dynamics and sensitive conversations.
  • Understanding of rehabilitation, reintegration, youth engagement, social cohesion programming, and PVE-related concepts such as radicalization pathways and disengagement frameworks is desirable.
  • Ability to work with individuals affected by trauma, stigma, and exposure to harmful or extremist narratives while maintaining professional and ethical boundaries.
  • Proven ability to lead, mentor, and support junior team members.
  • Strong written and verbal communication skills, including experience in programme reporting.
  • Cultural sensitivity and the ability to engage constructively with diverse communities and families

 

 

Languages:

  • Fluency in English, Kurdish, and Arabic is required (oral and written).
  • Working knowledge of any other langue is an advantage.
