Context/Reporting line:

The International Organization for Migration (IOM) is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental, and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all and does so by providing services and advice to governments and migrants.

In the framework of the project "Strengthening Community Resilience to Violent Extremism in Reintegration Efforts for Iraqi Nationals Returning from North-East Syria", IOM Iraq is implementing a structured rehabilitation and reintegration programme at Al-Amal Rehabilitation Centre. The programme combines psychosocial support, life skills development, youth engagement activities, and community-based reintegration support for individuals returning from North-East Syria and their families.

To ensure senior-level coordination and quality oversight of rehabilitation and reintegration activities, IOM is seeking a qualified Senior Programme Assistant, Rehabilitation and Reintegration. The incumbent will assume a lead technical and coordination role within the rehabilitation team, working closely with IOM programme staff, facilitators, and external stakeholders. The incumbent will be primarily based at Al-Amal Rehabilitation Centre and will ensure daily supervision and coordination of programme activities implemented at the center.

Under the overall supervision of the Head, Peace, Recovery and Solutions Division (PRSD), the administrative supervision of the Head of Sub Office (HoSO) and the direct supervision of the Programme Officer (Return and Reintegration), the incumbent will be responsible for the following duties.

Core Functions / Responsibilities

Programme Coordination & Technical Oversight

  1. Supervise the daily implementation of programme activities at Al-Amal Rehabilitation Centre, including youth curriculum sessions, caregivers’ sessions, mentorship activities, and community engagement initiatives.
  2. Lead the day-to-day coordination and quality monitoring of the rehabilitation and reintegration programme at Al-Amal Rehabilitation Centre.
  3. Provide technical guidance to facilitators on PVE-sensitive facilitation methods and structured group activity delivery.
  4. Monitor the implementation of the rehabilitation and reintegration curriculum, ensuring adherence to IOM standards and programme design.
  5. Liaise with IOM programme teams at Al-Amal center to align activities with broader project objectives and reporting requirements.

 

PVE and Rehabilitation Programming & Facilitation

  1. Co-facilitate sessions focusing on critical thinking, positive identity formation, resilience building, and social cohesion.
  2. Facilitate structured group activities including arts and creative expression, life skills development, coexistence and social cohesion, media literacy, and civic engagement.
  3. Adapt PVE content and methodologies to the local context, ensuring cultural sensitivity and relevance to participants' backgrounds and experiences.
  4. Supervise the youth rehabilitation facilitators, providing day-to-day guidance, task assignment, and performance monitoring to ensure consistent and quality programme delivery.
  5. Coordinate operational and approval processes related to transportation and access to Al-Amal Rehabilitation Centre, ensuring smooth coordination with relevant authorities.
  6. Support the planning and management of training sessions and workshops delivered to stakeholders at Al-Amal Centre, including logistical coordination, material preparation, and follow-up actions.
  7. Monitor participant engagement and progress, flag concerns, and coordinate with the MHPSS team to facilitate appropriate referrals when needed.
  8. Undertake additional programme-related tasks as assigned by the supervisor, particularly those related to rehabilitation, reintegration, PVE-related activities, youth engagement, and associated programme activities, in line with the objectives of the project and IOM's mandate.

 

Documentation, Reporting & Safeguarding

  1. Maintain accurate and complete records including attendance sheets, session notes, individual progress records, and referral logs.
  2. Contribute to weekly and monthly programme reports, including input on achievements, challenges, and emerging needs.
  3. Uphold and enforce IOM's safeguarding and Protection from Sexual Exploitation and Abuse (PSEA) policies at all times.
  4. Support data collection and monitoring activities in line with programme M&E frameworks.

 

Capacity Building & Team Support

  1. Provide mentoring and on-the-job guidance to junior facilitators and programme assistants.
  2. Participate in and contribute to all mandatory IOM training, including MHPSS, PFA, PVE, Safeguarding, and Effective Communication.
  3. Support the organization of training sessions, workshops, and programme events as required.

Qualifications & Preferred Skills

Required Qualifications

 

Education:

  • Bachelor’s degree in Psychology, Social Work, Peace and Conflict Studies, Political Science, Sociology, Education, Law, or a related field is required with five years of relevant professional experience, or
  • Completed Highschool degree with seven years of relevant work experience.

 

Experience and Skills:

  • Demonstrated experience facilitating youth engagement, life skills, or psychosocial, or social cohesion group programs, Prior experience working within a rehabilitation center, transitional justice programme, or similar structured intervention environment is highly desirable.
  • Experience working with IOM, UN agencies, or international NGOs is a strong advantage.
  • Proven ability to manage programme coordination responsibilities, including reporting, monitoring, and team supervision.
  • Strong interpersonal and facilitation skills, with the ability to manage complex group dynamics and sensitive conversations.
  • Understanding of rehabilitation, reintegration, youth engagement, social cohesion programming, and PVE-related concepts such as radicalisation pathways and disengagement frameworks is desirable.
  • Ability to work with individuals affected by trauma, stigma, and exposure to harmful or extremist narratives while maintaining professional and ethical boundaries.
  • Proven ability to lead, mentor, and support junior team members.
  • Strong written and verbal communication skills, including experience in programme reporting.
  • Cultural sensitivity and the ability to engage constructively with diverse communities and families.

 

Languages:

  • Fluency in English, and Arabic is required (oral and written).
  • Working knowledge of any other langue is an advantage.
