Here at Human Appeal, we have an exciting opportunity for the Partnership and Capacity Building Coordinator position. Human Appeal has seven International Field Offices across the globe.

Main Job Purpose

As Partnership and Capacity Building Coordinator, the successful candidate to occasionally travel to the Country Offices, the Partnership and Capacity Building Coordinator will lead on strengthening systems and procedures for partner due diligence and developing capacity of implementing partners.

This entails updating and rolling out of HA’s overarching partnership policy and improving partnership due diligence systems and processes in collaboration with the Programme Department, Compliance Team and other relevant departments. Under the leadership and direction from the Head of Quality and Accountability, the post holder will conduct capacity assessments and develop and deliver capacity building plans for implementing partners.

In order to ensure a high level of risk management and compliance with high-quality partnerships that deliver timely and effective assistance, the Global Partnership and Capacity Building Coordinator is expected to build a robust foundation of partnership models aligned with the Core Humanitarian Standard of Quality and Accountability (CHS) and Localisation. We are ideally looking to appoint somebody immediately to this role.

Key duties and responsibilities of the Global Partnership and Capacity Building Coordinator:

  • Partnership Strategy and Policy:

    • Develop Partnership Strategy that guides HA to promote accountable partnership with local actors operating on the ground
    • Review and refine HA’s Partnership Policy and Guideline for field offices that meet the requirements of the sector standards.
    • Work with the CHS coordinator to ensure the Policy is aligned to the Core Humanitarian Standard of Quality and Accountability.
    • Develop HA’s internal capacity of partnership, including development of partnership self-assessment toolkit, partnership capacity building and identification of new potential partners.
    • Support the dissemination and implementation of partnership policies and tools. This will include ensuring that our policies are made accessible and conveyed to all levels of staff.

  • Partnership Due Diligence:

    • Review due diligence processes in collaboration with relevant departments to further strengthen ways in which HA operates through partnership.
    • Facilitate and coordinate the due diligence process with respect to the existing partners and potential partners as required, including through appropriate screening, support review of partnership capacity analysis and to analyse risks associated with HA’s projects.
    • Review partnership agreement template to align with the Core Humanitarian Standard of Quality and Accountability and ensure the revised template is being applied for all existing and new partnerships in the field.

  • Capacity Building and Training:

    • Guide the Programme Department to deepen their capacity of partner monitoring and capacity building.
    • Conduct capacity assessment and develop capacity building plans for all implementing partners in collaboration with Programme Department, Global MEAL and the Safeguarding Teams.
    • Establish Partner Working Group with implementing partners across the regions to facilitate sharing learning among the partners.
    • Ensure that gaps are identified in the due diligence process and coordinate with relevant departments for the timely, quality implementation of the plans.
    • Promote and identify ways of continuous learning between HA staff and partners across different country offices.
    • Work with implementing partners to monitor safeguarding and due diligence and provide support as required.

  • CHS Compliance

    • Collaborate with Quality and MEAL Principal Advisor and CHS Coordinator to integrate technical and CHS capacity sharing approaches including how HA can learn from local partners.
    • Develop effective methods to ensure partners understand and meet the CHS requirements in its application.

Qualifications & Preferred Skills

Job Requirements

  • Educated to degree level, ideally in a relevant field such as international development, international relations, or social sciences.
  • Experience of international development and an understanding of how the international aid sector operates
  • At least three years’ experience working in an international development context
  • Experience of developing and delivering learning and training workshops
  • Knowledge and experience applied to the Core Humanitarian Standard of Quality and Accountability
  • Understands partnership challenges and familiar with the concepts and application of localization.
  • Ability to react with maturity to an emergency incident at short notice
  • Desirable – experience of working for international or national organisations that operate through implementing partners in the field
