Description
Key Responsibilities:
Monitoring and Evaluation (M&E):
· Develop and implement the project’s Monitoring and Evaluation framework, ensuring alignment with the project's indicators and objectives.
· Support the design and operationalization of baseline, midline, and endline surveys, ensuring data collection tools are relevant, accurate, and aligned with donor requirements.
· Track project progress through regular monitoring visits, ensuring that activities are implemented as planned and in accordance with quality standards.
· Analyze project data and provide regular updates on progress against key performance indicators (KPIs), including vocational training participation, job placements, and other relevant outcomes.
· Ensure accurate and timely reporting on the project’s progress, including monthly, quarterly, and annual reports for internal stakeholders, donors, and partners.
Accountability:
· Ensure that the project adheres to accountability standards, including ensuring that beneficiary feedback mechanisms are in place and functioning effectively.
· Develop and maintain a beneficiary feedback system to collect and respond to community concerns, suggestions, and complaints.
· Ensure that feedback and complaints are addressed in a timely and appropriate manner, maintaining a record of responses and actions taken.
· Promote the use of participatory approaches in monitoring and evaluation, engaging beneficiaries and stakeholders in the process of data collection and analysis.
Learning:
· Facilitate learning and knowledge-sharing within the project team and with external stakeholders by capturing lessons learned, best practices, and challenges.
· Organize learning events, such as reflection workshops or community-based consultations, to review progress and share findings with stakeholders.
· Ensure that learning from M&E data is incorporated into ongoing project implementation, and that feedback is used to improve future program strategies and activities.
· Support capacity-building efforts for project staff and field teams on M&E practices, including training on data collection, analysis, and reporting.
Data Management and Reporting:
· Ensure that all M&E data is accurately documented, analyzed, and stored according to the project’s data management procedures and in compliance with donor requirements.
· Produce high-quality M&E reports, highlighting achievements, challenges, and lessons learned to be shared with stakeholders, donors, and the program team.
· Ensure that all data collection tools (surveys, focus group discussions, etc.) are in line with ethical standards and ensure confidentiality and informed consent from participants.
Support Project Staff:
· Provide M&E-related technical assistance and guidance to the project staff, ensuring that monitoring and reporting activities are integrated into the day-to-day work of field teams.
· Assist in the design and implementation of training sessions for staff on M&E tools, methodologies, and best practices.
· Ensure that staff are effectively using M&E tools and systems to track and report progress on their activities.
Risk Management and Compliance:
· Assist in identifying potential risks related to monitoring and evaluation, including challenges with data collection, beneficiary participation, and reporting, and support the development of mitigation strategies.
· Ensure that M&E processes comply with the organization's and donor’s policies and standards, particularly in relation to data protection and ethical considerations.
Qualifications and Skills:
· Bachelor’s degree in Social Sciences, International Development, or a related field (Master’s degree is a plus).
· At least 3 years of experience in M&E roles in international development or humanitarian projects, with a strong focus on data collection, analysis, and reporting.
· Proven experience working with monitoring and evaluation frameworks, preferably in livelihoods, economic empowerment, or refugee and IDP integration programs.
· Strong knowledge of M&E methodologies, including qualitative and quantitative data collection methods, surveys, and focus group discussions.
· Experience with database management and data analysis software (e.g., Excel, SPSS, or other relevant tools).
· Excellent written and verbal communication skills, with the ability to prepare high-quality reports and presentations.
· Strong interpersonal and organizational skills, with the ability to work independently and as part of a team.
· Fluency in English and Kurdish (written and spoken); Arabic is an asset.
