Objective:
The MEAL Coordinator is responsible for strengthening process, methods and analytical foundation that underpin the quality of ICRC programmes. This is carried out through the planning, development, and implementation of needs assessments, planning, monitoring and evaluation in a people-centric manner. This transversal role coordinates technical teams in multiple domains to ensure ICRC’s humanitarian operations are grounded in evidence, inclusive and relevant to the diversity of people of affected by conflict.
The job holder will support the delegation’s management, from delegation to field level, working transversally across all programmes to embed these quality standards and maximise the impact of delegation’s humanitarian action. The MEAL Coordinator reports to the Head of Programmes/Operations and regularly consults with his/her functional manager in the Regional Resource Network (RRN) or Headquarters, keeping herself/himself informed on updates and new institutional directions defined at global and regional level.
Key Responsibilities:
- Coordinates and builds the capacity of a cross-functional team of technical experts on Analysis & Evidence (A&E), Accountability to Affected Population (AAP), Community Contact Centre (CCC) and Geographic Information System (GIS), to develop and steer a collective strategy that strengthens evidence-based people-centric programming in the delegation.
- Ensures the team has a clear workplan with defined priorities, that a progress report highlighting key achievements and challenges is regularly shared with Management and HQ, and that all products are properly disseminated and filed.
- Leads and strengthens assessments and context analysis, combining qualitative and quantitative approaches to identify those most affected by conflict and specific barriers and diversity factors driving their vulnerability.
- Advises on how to use insights from assessments, contextual analysis and community preferences to inform response design and ensure operational decisions are coherent, needs-driven, accessible and context-appropriate.
- Contributes to response design by helping to identify and analyse barriers, supporting teams to ensure responses are available, accessible, acceptable and appropriate for targeted groups.
- Supports response tailoring and delivery modalities, helping teams to integrate analysis of differential needs and community feedback into programmatic choices.
- Facilitates participatory approaches, accompanying teams to engage people affected by conflict as active contributors in defining problems, setting priorities, and shaping proposed interventions.
- Supports the design, adaptation and implementation of monitoring frameworks, ensuring they are methodologically sound, results-oriented, and provide credible evidence for strategic decision-making.
- Oversees the coordination of feedback mechanisms, anchoring it in wider inclusion efforts by ensuring affected people have accessible, safe, and reliable ways to reach the ICRC.
- Facilitates learning and adaptive programming, enabling teams to interpret findings, identify lessons, and translate them into concrete adaptations across sectors and delegations.
- Strengthens the quality and ethical use of data, ensuring information is disaggregated by key diversity factors, systematic, timely, and reliable to understand inform operational decisions and correct inclusion/exclusion errors.
- Promotes the integration of geospatial analysis into decision making to inform geographical prioritisation, supporting the ICRC determine where to concentrate efforts within a country based on needs, conflict dynamics, access, and operational capacity.
- Facilitate the strategic use of Geographic Information Systems (GIS) to enhance spatial understanding of context, access, conflict and security linking geographical data to human movement patterns and barriers to access to ensure assistance reaches the most vulnerable.
- Advise on the management of the Project and Activity Management, the Planning and Monitoring Tool and other institutional reporting mechanisms through the review of project proposals, logical framework/theory of change, link project and objectives across the result chain etc.
- Strengthens analytical capacity within delegations, accompanying teams to plan analyses, interpret results, and communicate insights for operational use.
People management
- Manages staff members and coaches them as required to enable high team performance, through a diverse and inclusive working environment promoting a conducive atmosphere for growth and exchange across specialists and generalist staff.
- Understands and supervises the Performance Management & Development (PMD) activities for employees under their supervision
- Organizes regular meetings within their team to ensure optimal coordination of the work and proper flow of information
- Ensures that job descriptions for employees under their supervision are up to date; seeks feedback and support from the HR Department if needed
- Plans and coordinates the annual leave of the employees under their supervision ensuring continuity of the operations throughout the year
- Coordinates and supports the employees under their supervision in their personal development by coaching and advising them on internal and external training and development possibilities
Education and Professional Experience required:
- Advance University degree in Economics, Statistics, Social Sciences, Political Sciences or any related area.
- At least 10 years of experience in coordination, needs assessment, monitoring and evaluation, operational information management, results-based management, strategic planning or closely related area.
- 3 to 5 Years of experience in teaching and training.
- 2 to 5 Years of experience in humanitarian sector.
- Fluent command of English and Arabic required, knowledge of the Kurdish languages will be an asset.
- Strong Assessment, evaluation, and communication skills.
- Strong research (academic) and Networking (interdisciplinary collaboration) skills.
