Gender Specialist (Part Time)- Ninewa

Job Description:

JOB PURPOSE 

The Gender Specialist will be responsible for mainstreaming gender equality and women’s empowerment across all components of the “Advancing Peace and Stability in Sinjar” project in Qahtaniyah, Ninewa Governorate. The role focuses on ensuring that project activities are inclusive, responsive to gender-specific needs, and contribute to reducing gender-based disparities and vulnerabilities.

The Gender Specialist will lead gender analysis, support the design and implementation of gender-sensitive interventions, and provide technical guidance to project teams and partners. This includes ensuring equitable participation of women in peacebuilding, livelihoods, and MHPSS activities, and integrating gender considerations into monitoring, evaluation, and reporting frameworks.

The role also involves capacity building of local actors, advocacy for gender-responsive governance, and coordination with UNDP, government stakeholders, and civil society organizations to promote sustainable and transformative gender outcomes. The Gender Specialist plays a key role in ensuring that the project contributes to inclusive recovery and resilience for women and girls affected by conflict and displacement.
 

Key Responsibilities

Gender Mainstreaming and Technical Guidance

  • Provide technical and programmatic support in the development and implementation of integrated gender and inclusivity programming/activities for all the program interventions.
  • Lead gender analysis and integrate findings into project design and implementation.
  • Ensure gender-sensitive approaches across peacebuilding, livelihoods, and MHPSS components.
  • Provide technical support to project staff and partners on gender equality and women’s empowerment.
  • Coordinate and strengthen the gender components of the program including women’s civil society organization engagement initiatives and the development of integrated Gender and reintegration activities.

 

Capacity Building and Advocacy

  • Conduct training sessions for staff, community groups, and local authorities on gender equality, GBV prevention, and inclusive governance.
  • Promote women’s leadership and participation in peacebuilding and recovery processes.
  • Advocate for gender-responsive policies and practices at local and district levels.           

 

Monitoring and Reporting

Stakeholder Engagement and Coordination

  • Ensure alignment with national gender strategies and donor requirements.
  • Facilitate dialogue and partnerships to strengthen gender outcomes.

 

Operational Support and Compliance

  • Ensure gender considerations are reflected in beneficiary selection, training curricula, and grant distribution.
  • Support complaint and feedback mechanisms to address gender-related concerns.
  • Ensure compliance with organizational and donor gender policies.
Qualifications & Preferred Skills

Required Education, training, license, registration, and/or Certification

  • Good computer skills (MS-Word, Excel, PowerPoint)
  • Fluency in Arabic and English (written and spoken).
  • University degree in Social Sciences, Economics, Business Management from an accredited academic university or institute.
  • At least 3 years of relevant professional experience.
  • Experience in monitoring, reporting activities simultaneously.
  • Thorough understanding of the Iraqi civil society context and knowledge of recent political developments and social conditions.

 

Required Professional Experience

  • Minimum of 3 years of experience in gender programming, including mainstreaming gender in multi-sectoral development or humanitarian projects.
  • Proven experience in conducting gender analysis and designing gender-sensitive interventions.
  • Experience working with women’s groups, civil society organizations, and government stakeholders.
  • Familiarity with UNDP or other UN agency projects and donor-funded programming.
  • Strong background in capacity building, advocacy, and policy engagement on gender equality.

 

Required Language (s):

  • Fluency in Arabic (spoken and written).
  • Proficiency in English (spoken and written).

 

Required travel and/or work environment accommodations

  • The position is based in Mosul.
  • Willingness to travel frequently within Ninewa Governorate and Sinjar District, including rural and field locations.
  • Ability to work in a multicultural and occasionally high-pressure environment.
  • Flexibility to adapt to changing project needs and field conditions.

 

Position’s physical requirements

  • Ability to conduct field visits in rural/agricultural settings, which may involve walking on uneven terrain and exposure to outdoor conditions.

Preferred Experience, Knowledge and/or other Qualifications

  • Demonstrated expertise in gender mainstreaming across multi-sectoral programs, including peacebuilding, livelihoods, and MHPSS.
  • Experience in post-conflict or fragile settings, particularly with displaced and returnee populations.
  • Familiarity with gender-sensitive market assessments and inclusive economic development strategies.
  • Strong understanding of GBV prevention, referral pathways, and psychosocial support for survivors.
  • Knowledge of national gender policies and frameworks in Iraq, including coordination with relevant government bodies.
  • Experience working with UNDP or similar donor-funded projects, including compliance and reporting.
  • Proficiency in developing gender-sensitive indicators and integrating gender into M&E systems.
  • Excellent facilitation, advocacy, and communication skills, with the ability to engage diverse stakeholders.
  • Ability to work independently and collaboratively in multiculturais teams.
  • Commitment to human rights, gender equality, and inclusive development principles.
