Description

1. Position Summary:

Aid Gate Organization (AGO), in partnership with the International Labour Organization (ILO) under the PROSPECT programme, is implementing a Work-Based Learning (WBL) project across Dohuk, Ninewa, and Erbil. The project aims to enhance youth employability by fostering collaboration with enterprises, training providers, and government stakeholders.

The Enterprise & Stakeholder Engagement Officer will play a key role in building strong partnerships with employers, industry representatives, and local authorities to ensure effective placement of trainees, sustainable enterprise engagement, and alignment with labor market needs.

 

2. Key Responsibilities:

2.1 Enterprise Engagement

  • Identify, approach, and engage enterprises across target sectors to participate in WBL initiatives.
  • Support the selection of the enterprises and onboarding/placement of youth in line with Donor, AGO standards and project guidelines.
  • Facilitate agreements (MoUs, contracts, or placement arrangements) with enterprises for trainee hosting.
  • Maintain ongoing relationships with employers, ensuring quality placements and addressing challenges.

 

2.2 Stakeholder Engagement

  • Build and maintain strong linkages with relevant government bodies (DoLSA, VTCs, Chambers of Commerce, industry associations, etc.).
  • Represent AGO in coordination meetings, sectoral working groups, and stakeholder workshops.
  • Ensure alignment of WBL activities with national/local policies and partner priorities.
  • Facilitate dialogue between enterprises, training providers, and project partners to support WBL expansion.

 

2.3 Project Implementation & Monitoring

  • Contribute to mapping of enterprises, labor market trends, and priority economic sectors.
  • Support the matching process of trainees with enterprises in collaboration with vocational instructors and WBL coordinators.
  • Monitor the quality of WBL placements and provide feedback to enterprises and trainees.
  • Assist in collecting data, success stories, and lessons learned to feed into project reports and evaluations.
  • Support the organization of stakeholder events, tracer studies, and dissemination of findings.

 

 

 

Qualifications & Preferred Skills

 

Required Qualifications & Experience

  • Bachelor’s degree in Business Administration, Economics, Social Sciences, Development Studies, or related field.
  • Minimum of 3 years of relevant experience in private sector engagement, livelihoods, TVET, or employability projects.
  • Proven experience in building partnerships with enterprises, chambers, and government stakeholders.
  • Strong understanding of the Iraqi/KRI labor market and vocational training landscape.
  • Fluency in English, Kurdish and Arabic.
  • Experience working in projects funded by UN agencies or INGOs is a strong asset.

Skills & Competencies

  • Excellent interpersonal and networking skills with the ability to build trustful relationships.
  • Strong facilitation, negotiation, and problem-solving skills.
  • Ability to work independently and manage multiple priorities under tight deadlines.
  • Solid report writing and documentation skills.
  • Willingness to travel frequently to Dohuk and Ninewa.
