Islamic Relief Worldwide (IRW) has been working in Iraq for more than 20 years. IRW-Iraq was among the few aid agencies that have been on the ground since 2003. Islamic Relief Worldwide Iraq is implementing several projects in the sector of livelihoods, WASH, Education, and Protection.
Job Purpose
The Engineer Consultant will be responsible for providing technical engineering support for school-related projects in Thi-Qar Governorate. This includes assessment, planning, design, supervision, coordination, and reporting of rehabilitation, construction, and maintenance works. The consultant will ensure that all engineering activities are implemented in line with approved designs, national standards, donor requirements, and IRW–Iraq policies, with a strong focus on quality, safety, and timely delivery.
Key Responsibilities
- Assessment, Planning & Design
- Conduct detailed technical assessments of targeted schools, including structural, WASH, electrical, and safety components as required.
- Identify technical needs, risks, and priorities and contribute to project planning and scheduling.
- Prepare and/or review engineering designs, drawings, and technical specifications for school rehabilitation or construction works.
- Prepare Bills of Quantities (BoQs), cost estimates, and material specifications in coordination with the Project Officer/Project coordinator.
- Ensure all designs comply with Iraqi regulations, Ministry of Education standards, accessibility requirements, and donor guidelines.
- Site Supervision & Implementation Support
- Conduct regular site visits to monitor construction, rehabilitation, and maintenance works in schools.
- Supervise contractors and monitor progress to ensure compliance with approved drawings, specifications, timelines, and contracts.
- Ensure quality control, occupational health and safety, and proper use of materials on site.
- Identify technical challenges and propose practical solutions in coordination with the Project Officer/ Project coordinator and contractors.
- Participate in site handover, inspection, and completion processes.
- Coordination & Communication
- Coordinate closely with IRW project teams, contractors, suppliers, and relevant local authorities (e.g. Directorate of Education).
- Participate in technical meetings, site meetings, and coordination forums as required.
- Maintain clear and effective communication in both Arabic and English, verbally and in writing.
- Support coordination with school administrations to ensure smooth implementation of works with minimal disruption to learning activities.
- Reporting & Documentation
- Prepare regular technical progress reports and site visit reports.
- Contribute technical inputs to donor reports and internal IRW documentation.
- Maintain organized records, including drawings, approvals, photos, BoQs, variation orders, and as-built documentation.
Prepare final completion and handover reports for assigned school projects
- Quality Assurance & Compliance
- Ensure all engineering activities adhere to IRW policies, donor requirements, and national standards.
- Monitor environmental, safety, and safeguarding considerations during implementation.
- Report any major technical risks, delays, or non-compliance issues promptly to the Project Officer/ Program Coordinator.
Qualifications & Skills
Education
- Bachelor’s degree in civil engineering, Water resources, or a related engineering discipline.
Experience
- Minimum 3 years of relevant experience in construction, rehabilitation, or maintenance of public buildings, preferably schools.
- Proven experience working with NGOs and/or international organizations.
- Strong experience in planning, design review, site supervision, and technical reporting.
- Experience working with government authorities and contractors is an advantage.

The position is based in Thi-Qar Governorate with regular travel to school project sites. The Engineer Consultant will work closely with IRW project staff, contractors, school administrations, and relevant government departments throughout the assignment.
