This term of reference (TOR) is for hiring four Iraqi national distribution assistants to support distribution process for dignity kits in the IDP camp in Duhok Governorate.

 

Details:

Title: Distribution Assistant.

No. of Position: 4(Four positions).

Actual working Days: 30 days during the project period.

Start date: 01st June 2022.

End date: 11st Aug 2022.

Location: IDP camps in Duhok Governorate.

Reporting To: Gender and Protection Officer, CARE International in Iraq.

Rate: 50 USD per day.

 

Background Information to CARE and the project:

CARE International reopened in Iraq in November 2014, after hundreds of thousands of Iraqis from Ninewa were displaced into the Kurdish Region of Iraq (KRI). CARE International in Iraq (CARE) works to improve the wellbeing of the most vulnerable and crisis-affected communities in Iraq, to bring lasting change to their lives by addressing underlying causes of social injustice and social Cohesion. Women and girls are at the Core of CARE Iraq’s programming because we know poverty cannot be overcome until all people have equal rights and opportunities. CARE focuses on addressing the rapid, protracted humanitarian and development needs of the most vulnerable communities to advance their recovery and help them live with dignity and security. With its main office in Duhok, CARE’s high-quality interventions are delivered both directly and through local partners to build local capacities. CARE’s programming today spans the Duhok, Ninewa, and Anbar Governorates. CARE has been implementing projects in five key sectors (Shelter, WASH/Non-Food Items, Health/Sexual Reproductive, and Maternal Health, Livelihoods/Cash Based Interventions, and Gender and Protection) in Iraq.

 

CARE has been implementing gender, protection and GBV integrated activities and standalone projects in both Ninewa and Duhok governorates. All CARE programs mainstream gender and protection while placing women and adolescent girls at the core of programming to bring lasting change in communities. CARE continues to reorient programming to address humanitarian, midterm and long-term recovery and reconstruction needs while applying the nexus approach. As per the risk of conflict that happened in April 2022 and the security situation in Sinjar, 1,273 newly arrived families are being hosted in IDP camps in Duhok. As an emergency response CARE under the Prorok foundation Project, will provide dignity kits to vulnerable women and girls of reproductive age to the newly arrived IDP families in camps across Dohuk Governorate, as well as CARE proposes to rehabilitate showers/latrines and kitchen facilities in Kabarto 1 and Kabarto 2 IDP camps in coordination with the WASH and Shelter clusters.

 

 

Scope of Dignity kits intervention:

 

The provision of these kits is essential to the physical and psychological well-being of women and girls of reproductive age, as the kits help women and girls maintain their dignity during humanitarian crises. Preserving dignity is essential to maintaining self-esteem and confidence, which is important to cope with stressful and potentially overwhelming humanitarian situations.

 

Role and responsibility of the trainer:

  • Under the supervision of the CARE gender and protection officer distribution assistant will contribute to the implementation of CARE dignity kits distribution activities as defined by project requirements, technical standards, specifications and other documentation.  
  • Implement assessment activities in line with the methodology developed for this purpose, notably by implementing assessment surveys, key informant interviews and focus group discussions with the technical support of the M&E team. 
  • Ensure transparent and accountable communication with beneficiaries and key stakeholders, with regard to entitlements, documentation required, selection criteria and distribution plans. 
  • Participate in the distribution by ensuring that all the beneficiary documentation is correctly verified and recorded. 
  • Provide support and coordination with other relevant actors fand camp management offices in arrangements for distributions, such as ensuring the correct equipment is present and in good working order, the distribution site is correctly prepared, safety standards are being observed, etc.  
  • Compile, check and submit all distribution documentation necessary to CARE MEAL and the Gender and protection department for the verification purposes.
  • Ensure that all the activities under her/his responsibility are implemented in accordance with CARE guidelines, ensuring standards of accountability and the CARE Feedback Mechanism are being properly implemented through all project activities.
Qualifications & Preferred Skills

 Qualifications required for the trainer:

 

Applicants with the following experience are welcome to apply:

  • Advanced degree (Bachelor’s or equivalent) preferably in education or the related area.
  • Significant proven work experience in supervising distribution projects.
  • Proficiency in spoken and written Kurdish and Arabic is essential. English will be a plus.
  • Proficiency in the following computer programs: MS Excel, MS Word
  • Ability to effectively coordinate with government, NGO, and local stakeholders essential.
  • Previous experience working with vulnerable communities.
  • Strong networking and interpersonal skills, ability to plan, organize and coordinate work and to cope with a demanding workload is expected.
  • Reporting and planning skills.
