Description

Main Purpose

 

The Border Monitor is responsible for collecting accurate and timely information on population movements, profiles of arrivals, level of access to territory and asylum, intended destinations, and protection concerns at designated border crossing points including deportation and denial of access.

The Border Monitor will support the humanitarian response by ensuring high-quality data collection and reporting, adherence to protection standards, and safe engagement with newly arrived populations, in cooperation with the border authorities and relevant humanitarian actors.

Hierarchical: Protection Monitoring Team Leader

Functional: Protection Monitoring Team Leader

 

Geographical focus:

-Border crossing points with Iran including official points and irregular crossing points

 

Generic Duties:

Gathering qualitative information:

  • Conduct structured and semi-structured interviews with newly arrived individuals and families at border crossing points to capture qualitative information according to the methodology shared by UNHCR
  • Collect information on displacement patterns, profile of the new arrivals, intended destination, immediate humanitarian needs, and protection concerns and risks.
  • Use digital data collection tools (e.g., KoBoToolbox) developed by UNHCR to record information accurately and securely.
  • Ensure that participation is voluntary and based on informed consent.
  • Make sure all the data provided are correct and reliable.
  • Conduct daily verification of data entries before submission.
  • Interact with affected individuals in a respectful, culturally sensitive, and non-discriminatory manner.
  • Identify potential protection risks affecting vulnerable groups (women and girls, children, older persons, persons with disabilities etc.) as well as serious protection concerns such as denial of access to territory and asylum and deportation.
  • Immediately refer urgent protection cases to the Protection Monitoring Team Leader following established referral pathways to government service providers.
  • Ensure accuracy and completeness of collected data.
  • Immediately flag any inconsistencies, unusual trends in arrivals or protection concerns, or changes in border policy.
  • Maintain professional and respectful interaction with border authorities and other humanitarian actors present at the border points.
  • Conduct monitoring activities only when security conditions permit and according to INTERSOS security guidance.
  • Participate in regular security briefings and follow risk mitigation measures.
  • Immediately report any security concerns to the Team Leader.
  • Any other tasks assigned by the team leader.

 

Reporting:

 

  • Report daily observations and emerging trends to the Protection Monitoring Team Leader and then to UNHCR
  • Prepare a weekly report summarizing key findings and observation based on the reporting format shared by UNHCR
  • All INTERSOS employees must perform their roles in accordance with INTERSOS Charter of Values, Code of Ethics, Prevention of Sexual Exploitation and Abuse (PSEA) policy, and Child Protection policy.

 

Qualifications & Preferred Skills

Specification:

Education and professional experience:

  • University Degree in a related field (e.g. Social Work, Psychology or equivalent is an asset).
  • 2 years of relevant work experience

  • Computer literacy (Word, Excel)
  • Respect and a non-discriminatory attitude
  • Good interpersonal and communication skills
  • Good reporting skills
  • Ability to show empathy
  • Ability to work under pressure
  • Fluency in Arabic (written and spoken); Knowledge in Farsi language is an advantage.
  • Working knowledge in English (written and spoken)
