Level: B2.
Duty Station: Iraq – Baghdad Office.
Reports to: Staff Health Manager.
Duration of Contract: 06 Months Short-Term Contract.

Objective:
Staff Health Officer 1 is the focal point for all matters relating to the health of ICRC staff in the delegation. In line with ICRC staff health strategy and in collaboration with medical personnel on the spot, s/he promotes and maintains the physical and mental health of ICRC staff. S/He implements the staff health strategy in seven identified domains: 1. Staff health policy; 2. Prevention; 3. Health care and medical emergencies; 4. Stress management and crisis situations; 5. Health insurances; 6. Management of medical information; 7. Monitoring, assessment and feedback.
Key Responsibilities:
Prevention
- Briefing activities: systematic individual or collective briefing for all new staff coming to the sub-delegation, on global health, specific health country risks, and health country risk assessment for the delegation, preventive measures to be taken to avoid risks or decrease their impact on physical and psychological wellbeing. Briefing on management of medical emergencies (internal and external medical helpline, external services for emergency, referral facilities, access to post-rape kits and first aid kit, exposure to rabies…) and stress management.
- Systematic control of vaccination books during the briefing, for mobile staff upon arrival, and resident staff going for exposure mission (+ solution finding) in coordination with BAG Staff health manager. Identification of places where those vaccines can be found. Referral to those places if necessary to complete compulsory vaccines.
- Support the HR department for specific basic trainings as First Aid training, stress management, resilience, etc.
- Management of first aid kits in the delegation, during field trips, in residences and cars: inventory, replenishment, storage, location). Management of any medical equipment necessary to conduct staff health activities.
- Ensure that annual eye exams for drivers or medical check for employees prone to missions abroad are carried out and that the requirements are followed.
- Advice and screening of new resident going for exposure mission.
- Management of Post Exposure Prophylaxis against HIV (PEP) /Post-rape kits (PRK) from procurement (Ordering, storing…) to waste management of expired items in accordance with Medlog standard procedures.
- Provide awareness on the existing network of MHPSS (internal and external networks).
Health care and medical emergencies
- Conduct assessment of referral facilities ensuring safety of access for all employees - a matrix of identified health facilities and related contacts is made available to all staff and regularly updated as needed.
- Identify and assess hospitals and specialized services; support the analysis of the health services in Baghdad. Identify medical services where mobiles colleagues can consult (English consultation, Laboratory, imageries, dental, gynaecological…) in coordination with the staff health manager.
- Takes part, with the Staff health manager, in selecting medical facilities for employees, and referring employees to these facilities.
- Identify national reference structures for vertical programs and for vaccinations where appropriate (i.e. HIV reference centre, TB, Leishmania, travel clinic etc.)
- Acts as health focal person and provide specific health support for all employees regarding medical problems and accidents when necessary.
- Manages medical emergencies and gives advices to ICRC staff during working hours when necessary.
- Handles all medical problems independently and in accordance with ICRC guidelines.
- Ensure the follow up of referred medical cases, and keep staff health manager informed, about specific medical situation when mobile staff is concerned, when necessary and with the consent of the patient.
- Handles harassment cases by ensuring that the affected staff is informed about the existing mechanism and institutional guidelines to handle complaints of harassment at the workplace and by offer medical support if needed in close coordination with the stress well-being delegate.
- Provide basic mental health and psychosocial support for ICRC staff and refer cases that require further support to ICRC referral structures.
Health insurance and medical bills and medical files
- Ensures compliance with standard ICRC procedures.
- Is familiar with ICRC standard procedures concerning illness and accidents (professional and nonprofessional).
- Explains the arrangements regarding health insurance for resident staff.
- Supports the staff -when needed- in the submission and follow up of medical claims with insurance company/TPA.
- Verify the consistency of sick leaves for medical reasons and confirm they are justified.
- Reports to the HR any irregularities related to sick leave or medical invoices.
- Cases that require treatment outside Iraq are referred to the staff health manager for further advice and opinion.
- Reports accident cases to the staff health manager/HR.
- Manages medical files of resident staff ensuring strict respect of the medical confidentiality
- Carries out other duties at the express request of his/her immediate superior.
Medical Information
- Creates confidential database/patient file in the delegation.
- Collects data on staff health as per procedures established by RH_COE_SAN / GVA.
Monitoring and Evaluation
- Collects general medical data.
- Regular upload of implemented activities into SHAD (Staff Health Activity Database).
- Monitors client satisfaction and implement relevant improvements.
Education and Professional Experience required:
- Medical doctor (bachelor’s degree in medicine and surgery) or registered nurse.
- 3 Years of Clinical Experience.
- Knowledge of tropical health and public health.
- Experience in mental health and stress management.
- Experience in medical evacuation and transportation is preferred.
- Fluency of written and spoken Arabic and English.
- Computer Skills is mandatory.
- Data analysis and management.
- Good communication skills.
