Al-Mahaba Brotherhood was founded in 1992 to provide assistance and food aid to the poor and marginalized. Since then, Al-Mahaba Brotherhood continues to respond to the ever-increasing set of challenges facing the nation. Key areas of focus include emergency relief and development programs, peace building initiatives, capacity building, health and social service support. Al-Mahaba Brotherhood will be implementing and delivering activities in the 8 selected subdistricts of Al-Muthanna related to cross-cutting social cohesion activities and youth entrepreneurship.
About PROTECT-M:
The Strengthening Al-Muthanna Resilience with Vulnerable Communities (PROTECT-M) project will work with vulnerable communities affected by environmental shocks and water shortages in Al-Muthanna Governorate who have begun to recover following decades of crisis, and who are now looking towards longer-term development and community resilience. The project, led by Catholic Relief Services (CRS) and implemented by Al-Mahaba Brotherhood and other partners, aims to support communities’ transition from recovery to development by helping them adapt to the impacts of climate change, while also supporting individuals to improve their livelihoods. Social cohesion approaches will be embedded across project activities to promote inclusive decision-making and collective action among diverse residents in Al-Muthanna.
Job Summary:
The Project Manager – Livelihood and Social Cohesion will provide strategic leadership and technical oversight for the effective implementation of PROTECT-M project in Al-Muthanna, Iraq. The role focuses on creating sustainable livelihoods and promoting social cohesion through locally led, conflict-sensitive approaches, while providing technical oversight and ensuring high-quality delivery of all field-level operations in Al-Muthanna. Working in close coordination with CRS Iraq and other partners, the Project Manager will build strong relationships with community stakeholders to foster buy-in and ensure inclusive, impactful programming.
This role requires strong leadership, technical expertise in livelihoods and peacebuilding, and the ability to coordinate effectively across diverse partners and stakeholders. The Project Manager will also serve as the primary liaison with consortium members, ensuring alignment across project objectives and maximizing synergy between interventions. Through sound project management, relationship building, and technical excellence, the Project Manager will play a key role in enhancing the project’s contribution to resilience and stability for vulnerable communities in Al-Muthanna.
Roles and Key Responsibilities:
Project Management & Implementation
- Lead the planning, implementation, and monitoring of livelihood and social cohesion activities under PROTECT-M.
- Oversee youth entrepreneurship training, business plan development, and grant disbursement processes.
- Ensure integration of social cohesion principles across all project activities, including the CRS 3Bs/4Ds methodologies.
- Coordinate foundational and advanced training sessions for youth, farmers, and community committees.
- Ensure timely and quality delivery of project outputs throughout the project cycle – start-up, implementation and close-out – in line with donor, CRS and Al-Mahaba Brotherhood standards.
Team Leadership & Capacity Building
- Provide strategic coaching and mentorship to project staff, developing tailored individual growth plans and fostering a culture of performance excellence.
- Lead the recruitment, onboarding, and performance management of direct reports, while promoting staff well-being and positive team dynamics.
- Oversee project officers and field teams implementing livelihood and social cohesion activities, ensuring alignment with project standards and timelines.
Stakeholder Engagement & Representation
- Serve as the primary liaison for Al-Mahaba Brotherhood with local authorities, community leaders, and other stakeholders in Al-Muthanna.
- Facilitate inclusive community engagement and ensure representation of marginalized groups in project activities.
- Represent Al-Mahaba Brotherhood and the PROTECT-M project in relevant coordination forums and working groups.
Monitoring, Evaluation, Accountability, and Learning (MEAL)
- Collaborate with the MEAL team to ensure effective monitoring of project indicators and learning.
- Contribute to baseline, endline and other surveys and assessments, and ensure adaptive management based on findings.
- Document lessons learned and success stories, and contribute to donor reporting.
- Ensure that monitoring and evaluation findings are effectively translated into adaptive project management and continuous improvement of interventions.
Basic Qualifications
- Bachelor's Degree required. Master’s Degree in International Relations, or in the field of International Development, business, Education, or Social Work would be a plus.
- Minimum of 5 years of work experience in project management, ideally in the field of entrepreneurship or social cohesion programming and for a NGO.
- Additional experience may substitute for some education.
Required Languages - Fluency in spoken and written English and Arabic is required.
Travel – The position is based in Al-Muthanna with up to 25% travel to project sites within the governorate and to partner offices in Baghdad and Erbil.
Knowledge, Skills and Abilities
- Analysis, critical thinking and creative problem-solving skills with ability to make sound judgment.
- Strong relationship management skills and the ability to work effectively with local stakeholders. Representation abilities.
- Ability to contribute to written reports
- Proactive, results-oriented, and service-oriented
- Attention to details, accuracy and timeliness in executing assigned responsibilities
Preferred Qualifications
- Relevant grant management experience.
- Previous experience supervising staff and working with local partners in participatory action planning and community engagement.
- Experience engaging stakeholders at various levels and strengthening community partnerships.
- Strong analytical skills with the ability to contribute to data interpretation and evaluation reporting.
- Knowledge of social cohesion principles, youth engagement best practices, and business development is highly desirable.
- Familiarity with community dynamics and challenges specific to Al-Muthanna is an advantage.
