Description

Médecins Sans Frontières (MSF) is an international, humanitarian, non-governmental organisation providing assistance to people in need as a result of natural and man-made disasters, irrespective of race, religion, ideology or politics.

 

We are seeking to employ a candidate for the following position:

Logistics Supervisor

Place of work: Baghdad

Main purpose of the job:

 Supervising the daily logistics activities and providing maintenance to the MSF equipment, facilities and infrastructures, according to MSF standards and protocols in order to maintain the facilities in perfect conditions and collaborate in the development of the mission.

 

Accountabilities:

  • Monitoring maintenance activities of infrastructures, management of non-medical stocks and equipment according to MSF standards
  • Ensuring the check and follow-up of facilities under the line manager's supervision through daily visits to the facilities and reporting any anomalies or problems, evaluation of the rehabilitation needs and following up minor building rehabilitation work according to supervisor's instructions; checking that premises observe security norms and monitoring the consumption of mechanical and electrical vehicles/machines/devices.
  • Planning together with the line manager the required checks and maintenance activities of energy systems/set-up according to MSF standards
  • Coordinating and leading the logistics team under his/her responsibility which includes daily supervision, monitoring of the quality of work and the definition of each person's task, drawing up their working schedules; organizing and leading team meetings; participating in the recruitment of team personnel and attending logistics meetings and accounting for his activities.
  • Ensuring the vehicle fleet maintenance which includes planning and overseeing timely preventive and curative maintenance of all project vehicles according to MSF standards and instructing and monitoring drivers on correct driving habits and standard checks.
  • Managing and following up orders which includes collecting logistics orders coming from different departments or health facilities; drawing up and following up orders according to the procedures in force; providing technical support to the storekeeper, makes local purchases according to MSF supply procedures and ensures reception conditions of freight or arriving material as well as the organization and setting up of materials before its shipment

MSF CH/Context Specific Accountabilities:

 

MSF Base and clinics in Baghdad

  • Ensure that the electrical system and the back-up system (generators) at MSF Office and GH are working without any issue and all the electrical connections are of MSF standard; report any incident to the line manager.
  • Supervise, under the guidance of line manager, maintinance and rehabilitation of the clinical facilities in all out reach locations.
  • Remain log focal person for the medical teams in all clinical locations for receiving job requests, executing subcontracted works.
  • Ensuring the tracking and inventory system is up to date (TMS) for the logistics family under responsibility.
  • Ensure the supervision and monitoring of all cold chain, fleet maintenance, construction and energy activities in base and medical facilities under MSF use.
  • Checking the maintenance of the various open spaces (gardens, courtyards...) and ensuring that domestic waste is correctly discarded.

 

FLEET Supervision:

  • Ensure planning and supervision of timely preventive and curative maintenance of all motorized equipement are in line with MSF standards.
  • Tracking consumption of supplies, fuel, lubricants, spare parts and ensuring the order is in place on time.
  • Ensuring the Fuel follow up in place with clear analysis and indicators for each vehicle and ensuring all the Vehicles Documents is Up to date (registration, insurance, PVI, Logbook). Generators logbook is followed and updated.
  • Ensure that the weekly fuel of vehicles and generators is in accordance with the fuel management system in place
  • Ensuring the preventive/curative maintenance including the daily/weekly is in place for all MSF vehicles according to the mission standard and policy.
  • In collaboration with the Line Manager, planning, establishing, and reviewing the fleet and motorized equipment management in the project including it with the annual budget.

 

SAFETY AND SECURITY :

  • Participating in the monitoring the security measuras at the MSF facilities ( security foodbox, fire evacuation system and the CCTV cameras, report any defects to the line manager to take corrective decision).
  • Monitoring and maintaining the CCTV camera system in the facilities and ensuring the functioning 24/7.
  • Ensuring the preventive maintenace for the fire plan is in place for the fire extinguisher and smoke detector, fire alream.
  • All the vehicles is equiped with MSF safety and security equipment according to MSF standard.

 

TEAM MANAGEMENT AND REPORTING:

  • Managing and supervising the drivers and wtachmen.
  • Ensure all the team breifed on their task and responibilty and preform regular individual apprisal.
  • Follow up with supervising drivers on good driving habits and standard check-up
  • Draw up the monthly Report with clear anaylsis and indicator for the Activities.
Qualifications & Preferred Skills

Specific requirements for the role:

 

Education

-        Essential:  university degree or diploma in Electrical, Mechanical, Logistics or Business Administration

-        Desirable: Local certifications in facilities management and/or safety.

-        Formal technical training

Experience

-        Essential: At least one year in MSF or 2 years in a similar post out of MSF

-        Desirable:  experience practical experience in related jobs with other NGO

Languages                          

-         Essential: Fluency in English (minimum B2) and Arabic, good commands (verbal & written)

 

Knowledge

-        Essential: Computer literacy (MS Office)

-        Skills-set: Analytical thinking, organizational, communication and/or critical thinking, and supervisory skills.
