
BACKGROUND
People in Need (PIN) is an international, non-profit organization providing humanitarian and development assistance in over 20 countries worldwide. Formed in 1992 in the Czech Republic, PIN has grown to be the biggest organisation of its kind in post-communist Europe, providing relief where it is needed, and empowering civil society at home and abroad. PIN began its work in Iraq in 2003, mainly in response to deteriorating humanitarian situation in the country and massive displacement of people from conflict-affected areas. Since then, PIN has maintained a strong presence in Iraq. Apart from humanitarian aid, PIN is currently working on long-term programs supporting restoring livelihoods, education, climate change adaptation and civil society & good governance programming (CSIG).
POSITION SUMMARY:
The Livelihood Field Officer will contribute to successful implementation of livelihood and agricultural project in one of the following governorates: Mosul, Kirkuk, Duhok, Erbil, and Suleimani. The role will be crucial for the overall development and quality of PIN’s program portfolio on economic empowerment and livelihoods. The staff will report to the Project Manager and actively coordinate other field staff, e.g. Livelihood Specialist, Business Development Specialist, Agricultural Expert, and work in close cooperation with all support departments (MEAL, Finance, Log/Admin/HR, and Security).
The Livelihood Field Officer will primarily be responsible for supporting field implementation and coordination of planned projects. The objective of these projects is to provide employment promotion through skills development, vocational trainings, business development and support, and employability opportunities.
RESPONSIBILITIES:
The activities include, but are not limited to the following:
- Coordinate and support the data collection for the rapid Labor Market Assessment, Training Needs Assessment, etc., to identify market needs and specify interest in hosting youth and fresh graduates by MSMEs and to highlight the most required skills,
- Support the development and rollout of training curriculum for specialised vocational trainings/business skills development training/OJT – in consultation with all key stakeholders,
- Community outreach with key stakeholders to ensure interested candidates apply to the Vocational Training program,
- Field coordination of the quality monitoring of the project activities and coordination of all of activities with relevant teams,
- Complete impact assessment survey to measure results for those participating in On-the-Job training.
- Collection, control check and archiving of all entrusted and acquired documentation in proper manner and following up on all internal project reporting obligations.

Additionally, Livelihood Field Officer will support the Project Manager in tasks related to:
- conducting field visits, assessments in section to collect data and monitor project progress,
- ensuring project’s progress according to the direction provided by the Project Manager, ensuring that outputs are on schedule according to the designed workplan,
- supporting the Project Manager in management of the financial/admin issues in coordination with the Country Program Coordinator and the Finance Officer,
- providing technical assistance, guidance, training, and supports for other field staff (Field officer, TVET expert, enumerators) and beneficiaries,
- providing data and information necessary for reporting (on a weekly basis) and documenting field activities, findings and recommendations,
- together with Project Manager, represents PIN and liaise with local authorities, key stakeholders (research institutions, private companies), UN agencies, international and local organizations, and representatives of the target communities,
- effectively prioritizing tasks and seek guidance from the Project Manager in case of any unclarities,
- ensuring compliance with safety standards, polices, and procedures in the field.

- Education and Certifications: Master’s degree
- Work Experience: Over four years of relevant professional experience
- Computer Skills: Proficient in Microsoft Word and Excel (intermediate level)
- Languages: English (Upper-Intermediate) Arabic and Kurdish (fluent)
- Technical knowledge essential for job performance, such as double-entry bookkeeping, PCM knowledge, Sphere standards, etc.
- Relevant educational and/or professional background in livelihoods programming, including a Master’s degree or Bachelor's degree in Business Management, Project Management, Social Sciences, Development Studies, or a related field.
- Demonstrated experience in the implementation of at least five projects in one or more of the following areas: business skills development, business planning and mentorship support, agriculture or climate-resilient agriculture, skill development programs (such as OJT, TVET), or related fields.
- Strong coordination skills with a proven ability to manage multiple technical areas and support diverse team members.
- Experience in project monitoring and progress tracking against set targets.
- Strong communication skills with various stakeholders.
- Experience working with local government authorities and within the NGO sector.
