Description

Job Title: Fleet Administrator

Level: B2

Duty Station: Iraq – Erbil – Logistics Center

Reports to: Vehicle Fleet Manager.  Duration of Contract: One-year fixed-term contract with the possibility of renewal to an open-ended contract. For internal candidates, this contract may be open-ended based on your existing contract status.

Objective:
The Fleet Asset Administrator supervises the purchase, transfer and disposal of the vehicle assets in the country under his/her responsibility. He/she supervises the organisation and logistics of the Fleet trainings which take place in the sub delegation. The role also includes providing administrative support to the Vehicle Fleet Manager.

Key Responsibilities:
Administrative:
•Updates and retrieves data from specialized tools and database, follow-up on specific processes.
• Drafts and finalizes correspondence, bordereaux, internal presentations, meeting minutes and other documents; share information among users.
• Updates the timeline, tables and charts, schedule and other tools and ensures invoices are followed-up on time.
• Prepares for meetings by setting up rooms and materials, including technical set – up for conference call, presentation and video conferences.
• Applies information management instructions and ensures compliance with procedures.
• Reports by email any repairs requiring other departments` support.
• Monitors the workshop chancellery stock and replenishes it when necessary.

• Makes sure diesel fuel is ordered based on operational need at the right time, controls the quantity and the quality in cooperation with Workshop Manager and Vehicle Fleet Manager
• Key user of Geosynchronous Satellite (G-sat) System in the country, request for activating and deactivating of Global Positioning System (GPS) devices.
• Organizes and assists the Carpool Manager (CPM) for drive safe trainings and refresher sessions for drivers twice a year.
• Ensures that risks are mitigated by performing the controls that are assigned to his/her role as described in the logistics risk and control matrix.

FILING:
• Using fleet waves, creates and follows-up the fleet supply requests done in ERBIL.
• Key user of the collaborative space (Team space) for fleet documents.
• Establishes and maintains a centralized filing system for the region according to the internal procedures.

VEHICLE:
• Handles all ICRC vehicles requiring ID renewals, Period Vehicle Inspection PVI (PVI), traffic violation; local registrations; local insurances.
• Renews the PVI and ID card of the IQ vehicles police and completing all formality of renewing, registration, and de registration.
• Ensures that there is no delay in service for any fleet assets and prepares the service-plan in coordination with Workshop Manager.
• Follows-up the service schedule for all the assets (vehicles; generators; forklifts) and provides proper service in coordination with workshop manager.
• Follows-up on the accident files at national level with local third – party insurance companies when applicable and ensures that the Fleet Wave Chevin Database (FWC DB) is updated, reports and processes all accident files in coordination with Carpool Manager (CPM).

Fuel Management:
• Assists workshop manager for planning of the refuelling/delivering processes.
• Reports to Vehicle Fleet Manager immediately when fuel reached emergency level.
• Makes sure the fuel data entry is accurate in Fleet Wave Chevin Database (FWC DB) and fuel control sheet updated.
• Analyses and reports monthly received fuel quantity and consumption of vehicles and generators to Vehicle Fleet Manager.

Qualifications & Preferred Skills

Education and Professional Experience required:
• University degree in business administration or related field
• Certificate in Logistics/ Fleet management is an asset.
• Minimum of 3 years’ experience in administration or fleet management
• Experience in dynamic and evolving environments, with a focus on reducing paper usage and driving digitalization of processes.
• Team management experience is an asset.
• Fluency in Kurdish, English and Arabic, written and spoken.
• Very good knowledge of political, social and cultural ICRC operational context.
• Computer Proficiency.
• Valid Manual Driving licence.
