We are seeking to employ a candidate for the following position:
Finance and Human Resources Assistant

Main purpose of the job:
Execute administrative, HR and legal related tasks to support the Project HR Manager following MSF standards and procedures, in order to ensure legal compliance and to realize the HR capacity required to achieve project objectives
Accountabilities: |

- Execute administrative and legal related tasks, under supervision of the Administrator Manager, checking payroll calculations and updating personal files in order to ensure accuracy, compliance and on time payments.
- Implement cash management procedures in order to ensure the highest control and security and ensure cash availability.
- Prepare employment contracts in conformity with legal requirements including specific amendments when necessary, in order to ensure local labour and fiscal law compliance.
- Enter data into the HR database and personal files and keep them up to date in order to facilitate HR processes management.
- Update Social security & Tax office employee files in order to meet legal requirements and duties.
- Draw up monthly pay slips for all staff, editing and updating the necessary data, in order to ensure the punctuality and accuracy of staff payroll.
- Draw up the final pay slip and employment certificate at the end of a contract in order to meet legal requirements while defending MSF ’s interests.
- Follow up all expiring rental contract dates and inform the Administration Manager in order to leave enough time to arrange a renewal or look for some other alternative.
- Assist the administration manager in the prevision of monthly treasury and planning in order to ensure the coverage of daily needs, advances on salaries, payroll, etc.
- Process the payment to suppliers and keep strict on all documentation involved, informing the administration manager of any sort of disparity.
- Carry out all accounting tasks and activities in order to ensure strict control of all expenditures and the reliability of statements and documentation.
- Make all administrative information available to the staff (posting, meetings, etc.)
- Classify and prepare all accounting pieces as requested by the Administration Manager.
- File the accounting documents and enter the accounting pieces in the accounting software, with the support from the Administration Manager and/or the Accounting Manager (ACMA).
- Support the Administration Manager in translating documents into local language. Assists the Administration Manager in meetings upon request.
MSF CH/Context Specific Accountabilities: |
- Under supervision of the Project HR Manager manage staff personal files of Baghdad project/office.
- Ensure accuracy, compliance and timely payments for suppliers in the project.
- Update the HR database/Homere and personal information for better HR management.
- Update Social security & Tax office files in order to meet legal requirements including specific amendments when necessary and ensure to meet local labour and fiscal laws requirements
- Preparing employment contracts, including specific amendments and encode changes in Homere and on social security portal.
- Preparing monthly pay slips for all staff, encode, overtime, PH and other relevant data to generate correct payroll every month.
- Follow up of expiry on rental/service contracts and inform the Administration Manager in order to arrange renewal or terminations.
- Making all administrative information available to the staff (posting, meetings, etc.), supporting the Project HR Manager in translating documents into local language and assisting in meetings upon request.
- Additional HR/ Admin tasks delegated by the Project HR Manager Undertake any additional responsibilities assigned by the direct supervisor, provided they fall within the scope of work
- Ensure to maintain the confidentiality about every information related to work, employees and MSF.
- Supervise the cook and cleaners, ensuring that all work is carried out in accordance with established needs and requirements. Report any non-compliance with rules, procedures, or quality standards in the performance of the supervised staff.
- Under supervision of the Project HR Manager, managing archiving digital and actual documents in reference files in line with MSF’s filing rules.
- Carry out supply management (orders, follow-up of the stock, storage conditions, inventories, consumption, etc.) in her/his department, in order to satisfy the needs of material
- Support the team in organizing trainings and that involves location, material and break for trainings

Specific requirements for the role:
Education |
- Essential: Essential finance, business or administration graduate |
Experience |
- Essential: previous working experience of at least two years in relevant jobs - Desirable experience in MSF or other NGOs in developing countries. |
Languages |
- Essential: Good command of Arabic and Fluency English (minimum B2) is an asset. |
Knowledge |
- Essential computer literacy (word, excel, internet) - HR: Knowledge of HR policies, labor law basics, payroll, and personnel administration. - Finance: Knowledge of bookkeeping, cash & bank management, budgets, compliance, and financial reporting. - Desirable: good command of HRIS (Homere) and Finance software (Unifield) |
