Individual Consultant – Capacity Assessment of Women’s Rights Organizations (WROs) Location: Iraq
Duration: 2 Months
Introduction:
Women for Women International (WfWI) is a renowned organization dedicated to supporting women survivors of war and conflict. WfWI empowers marginalized women by providing them with knowledge, skills, and resources to create sustainable change for themselves, their families, and their communities.
WfWI focuses on serving the most marginalized women in conflict-affected countries, helping them earn and save money, improve their health and well-being, influence decisions, and connect to support networks.
Since 1993, Women for Women International has assisted over half a million marginalized women in countries affected by war and conflict. They operate through Country Offices (Afghanistan, Palastine, the Democratic Republic of the Congo (DRC), Iraq, Nigeria and South Sudan and affiliates, (Rwanda, Bosnia and Herzegovina).
WfWI believes that individual women in conflict-affected areas play a crucial role in transforming their lives and the realities of those around them. Through their year-long Stronger Women, Stronger Nations program, they provide women participants with essential tools to create positive change. The program combines foundational training, vocational skills-building, financial support, resources, and connections to other women.
Context:
In partnership with the UK Foreign, Commonwealth and Development Office (FCDO), WfWI-Iraq supports the national/local Women’s Rights Organizations (WROs) and Civil Society Organizations (CSOs) across Iraq, including in the Kurdistan Region of Iraq (KRI), to advance a localised Women, Peace and Security (WPS) agenda; sustain progress towards women’s rights and equality; and strengthen women’s full, equality and meaningful participation. To ensure targeted , effective and sustainable interventions for the WROs’ WfWI seeks to engage an individual consultant to lead an organizational capacity assessment that includes reviewing organizational structures, systems, policies ,programs and M&E systems among other areas to enable the development of capacity enhancement plans for the WROs.
Objective:
The main objective of this consultancy is to:
- Assess the Capacity of selected 11 WROs* using WfWI’s Due Diligence and Organizational Capacity Assessment tools, identifying strengths and areas for development in organizational management, program deliverysustainability among other areas of assessment
- Identify potential risks and/ or challenges that may impact the capacity enhancement plans.
Scope of Work:
The consultant will be responsible for the following tasks:
- Capacity Assessment:
- Conduct thorough organizational capacity assessments of 11 WROs covering organizational structures, systems, policies, programs and M&E systems
- Prepare detailed reports for each WRO outlining findings, and recommendations for areas of improvement/capacity enhancement and provide a validation session to WfWI/NISAAM staff about the assessment results.
- Deliverables:
- Inception report with a workplan outlining, timeline, and methodology.
- 11 Organizational Capacity Assessment Reports.
- Final Consultancy Report summarizing key findings.
Qualifications:
- Education: Advanced degree in social sciences, international development, gender studies, or a related field.
- Minimum 7 years of relevant experience in capacity building, organizational development, and M&E with civil society organizations o Proven knowledge of Iraq’s civic space and grassroots women’s movements.
Skills:
- Expertise in capacity assessment and planning. o Strong analytical and reporting skills. o Experience developing and delivering training content. o Solid understanding of data protection and confidentiality in M&E. o Ability to work independently, manage timelines, and deliver results. o Knowledge of organizational development frameworks and approaches o Experience working with or supporting diverse organizations including I/NGOs o Fluency in English and Arabic; Kurdish is a strong asset. o Sensitivity to cultural and social dynamics in conflict-affected areas.
- Communication: Excellent report writing and communication skills in English (and fluent Arabic and Kurdish).
- Cultural Sensitivity: Demonstrated ability to work in diverse cultural settings, with a deep understanding of the socio-political context of Iraq.

Evaluation Criteria:
Applications will be evaluated based on:
o Relevant technical experience and qualifications as stated above
o Knowledge of organizational development frameworks and approaches

o Experience working with or supporting diverse organizations including I/NGOs o Understanding of the ToR and quality of proposed and approach of executing the task. o Demonstrated ability to deliver high-quality assessments within the specified timeline. o Cost-effectiveness of proposed consultancy fee.
