
The Area Manager is the main representative of WHH Iraq, and is the line manager of 5 senior staff members within the Iraq Country Office.
The Area Manager will report to the Head of Mission and will have strong technical links with the Regional Hub team members.
Main Objectives:
- Main Representative of WHH Iraq
- Development of Country Program
- Networking with National and International organizations as well as donors and Government officials
Specific Tasks:
Development and Management of Country Program
- Ensures relevance of Welthungerhilfe work to the overall development in Iraq in accordance with WHH mandate to fight hunger and alleviate poverty
- Identifies and Proposes to the Head of Mission co-financing opportunities to be pursued in line with relevant donor regulations and strategies
- Responsible for establishing good working relationships with donors, INGOS, National Organizations, Embassies, and other stakeholders
- Reports to the Head of Mission on the progress of the Country programme and all risks associated with the project work
- Monitors, analyses and reports on relevant trends in Iraq and neighboring Countries
- Facilitates the Iraq teams coordination with their functional managers in Amman Hub and where relevant with Head Office
- Ensure that all projects are implemented or developed in line with the country strategy
- Ensure that monitoring, evaluation, accountability and learning standards are well respected
- Take the lead in project cycle management for projects without dedicated head of projects
- Works closely with the Regional Head of Programs and ensures adequate reporting of programmatic implementation, the humanitarian and development context
- Works closely with the Regional technical referents, ensuring compliance of the Iraq office with WHH processes
- Identifies business development opportunities aligned with WHH’s country strategy and priorities in the country.
Leadership
- Manages/supervises staff according to WHH leadership principles, policies and strategies
- Recruits staff with support of technical managers
- Responsible for Iraq Offices Management
- Ensures monitoring of the efficiency of the Country Office structure, and high levels of program quality
- Responsible for adherence to the Country security management system
- Ensure all staff in the area office well embrace safeguarding policies.
- Oversees and be the focal point of the overall security of the country offices and ensures constant alignment with the Head of Mission for any security-related decisions.
- Provide regular risk analysis related to the safety and security of the country to the Head of Mission in liaison with the in-country security experts.
Representation, cooperation and networking
- Legal Representative of WHH in Iraq towards all relevant national and international partners, governmental institutions and relevant authorities in the country.
- Ensure full compliance with local applicable laws and regulations for NGOs
- In coordination with the liaison focal point, ensure all requirements to operate are up to date and to implement projects.
- Expands WHH network with relevant stakeholders, maintaining very active participation and initiates networking opportunities
- Promotes active cooperation with A2015 members
- Accompanies donors and WHH HQ staff, or journalists
- MBA or Business Administration degree or equivalent.
- Minimum 7 years of relevant experience in the same or relevant position.
- Minimum 5 years of senior management experience, preferably in an international NGO.
- Strong contextual knowledge in both Federal Iraq and Kurdistan region.
- Fluent in Arabic, Kurdish and English languages
- Strong interpersonal skills and balanced personality.
