
Terms of Reference for MEAL Enumerator
Supervision and Management
The MEAL enumerators will work with the Oxfam MEAL and Program teams in the Kurdistan Region of Iraq (Sulaymaniyah, Erbil, and Dohuk) to conduct data collection for the Rapid Market Needs Assessment (RMNA).
Resources
Oxfam will pay 75,000 IQD per day to cover the cost of food, communication and transportation to and from the office.
No other remuneration will be offered.

Key Deliverables
|
· The MEAL enumerators will work with the Oxfam MEAL and Program teams in the Kurdistan Region of Iraq (Sulaymaniyah, Erbil, and Dohuk) to conduct data collection for the Rapid Market Needs Assessment (RMNA). The enumerators will be responsible for: · Administering surveys using SurveyCTO to gather quantitative data on livelihoods, coping strategies, and access to income opportunities. · Supporting qualitative data collection through Focus Group Discussions (FGDs) with youth, women, and other target groups from host communities, IDPs, returnees, and refugees. · Conducting Key Informant Interviews (KIIs) with local authorities, TVET centers, chambers of commerce, agricultural directorates, private sector actors, and community leaders. · Ensuring informed consent, confidentiality, and adherence to Oxfam’s safeguarding and ethical research standards. · Participating in daily debriefs and quality assurance checks led by MEAL staff and promptly reporting issues during fieldwork. |
