Submission details

This Tender is a Two-Envelope process (Technical Proposal and Financial Proposal).

Accepting Others Organization (AOO) will follow the Two-Envelope process strictly through the eProcure Portal. The price or any financial information must NOT be included in the technical proposal. Contract award will be based on Step 1: Administrative compliance, Step 2: Technical Evaluation (60% weight, minimum qualifying threshold 40% along with Pass in minimum requirements), and Step 3: Financial Evaluation (40% weight).

Remark

1-     The Bid, as well as all correspondence and documents relating to the Bid shall be written in English.

2-     Offers must be submitted through the E-procurement Portal, and before the RFB deadline expires (14th November 2026 at 23:55). Deadline for submitting clarification questions is 12th November 2026 at 16:00. It will not be possible to submit your bid after the deadline or outside the E-procurement Portal.

3-     Companies and individual consultants / sole traders are eligible to apply, but must adhere to applicable laws and regulations for registration and taxation.
