 بيان نطاق العمل (TOR) لخدمة المحاسبة للتقرير السنوي لدائرة المنظمات الغير حكومية في بغداد.

1. الخلفية والسياق

الخلفية

تُعد منظمة  (Welthungerhilfe - WHH) منظمة ألمانية خاصة غير ربحية، مستقلة سياسيًا وغير طائفية، وتكرّس جهودها لدعم الأشخاص الذين يعيشون في ظروف الفقر والحرمان، بغض النظر عن العرق أو الدين أو المعتقد. وتعمل المنظمة في مجالات التعاون الإنمائي، والمساعدات الإنسانية، والإغاثة الطارئة، وإعادة التأهيل، وإعادة الإعمار.

تعمل منظمة WHH في العراق منذ عام 2014، ولها مكاتب في أربيل ودهوك وسنجار. وقد سُجلت رسميًا كمنظمة غير حكومية دولية (INGO) في إقليم كردستان العراق منذ فبراير/شباط 2015، كما سُجلت لدى الحكومة الاتحادية العراقية منذ يونيو/حزيران 2018.

تسعى منظمة  (WHH) – العراق إلى التعاقد مع استشاري مؤهل لتقديم خدمات بناء القدرات الفنية والإرشاد الاستراتيجي لمشروعين ممولين من قبل الوزارة الاتحادية الألمانية للتعاون الاقتصادي والتنمية (BMZ). ويجري تنفيذ هذين المشروعين بالشراكة مع منظمات محلية في محافظتي نينوى وديالى، ويهدفان إلى تعزيز قدرة المجتمعات المحلية على الصمود من خلال دعم التماسك الاجتماعي، وتعزيز التعايش السلمي، وتنفيذ تدخلات مستدامة في سبل العيش، بما في ذلك الزراعة المتكيفة مع التغير المناخي، والتدريب المهني، والمبادرات المجتمعية الهادفة إلى تعزيز الاستقرار الاجتماعي والاقتصادي في المجتمعات المتأثرة بالنزاعات.

2.  الغرض

التعاقد مع محاسب قانوني معتمد مستقل أو شركة محاسبة المعروفة محليًا باسم “محاسب قانوني ومنظم حسابات”) لإعداد التقرير المالي السنوي لعام 2025 الخاص بمنظمة  (WHH) الالمانية لغرض تقديمه إلى دائرة المنظمات غير الحكومية   في بغداد وذلك وفقًا لمعايير التدقيق والمحاسبة المعتمدة في العراق

3. التقرير

يجب أن يستوفي التقرير متطلبات دائرة المنظمات الغير حكومية، وأن يتضمن - كحد أدنى - ما يلي

• بيان بأنشطة البرامج والقيمة المالية للمشاريع.
• بيان برواتب الموظفين، واستقطاعات الضمان الاجتماعي، وضريبة الدخل.
• بيان بالأموال المستلمة.
• جداول المصروفات.
• أرصدة الحسابات البنكية والنقدية.
• جميع الملحقات والإيضاحات اللازمة للقوائم المالية وفقًا لتعليمات دائرة المنظمات غير الحكومية
• تقديم التقرير الى دائرة المنظمات غير الحكومية في بغداد
• في حال صدور أي تعليمات جديدة من الحكومة الاتحادية بعد تقديم التقرير، يكون المحاسب القانوني المستقل مسؤولًا عن إجراء التعديلات المطلوبة دون أي تكاليف إضافية، وذلك ضمن العرض المالي الأول المقبول.

يجب تقديم التقرير في ست نسخ، ويكون مكان تسليم واستلام التقارير في مكاتب المنظمة في أربيل

تكون مدة الإنجاز أسبوعين من تاريخ قيام المنظمة بتزويد الجهة المتعاقدة بجميع الوثائق المطلوبة

يجب أن يتضمن ملف التقديم ما يلي:

• عدد سنوات الخبرة في مجال التدقيق/المراجعة للمنظمات غير الحكومية (NGOs).

• التشكيلة المقترحة لفريق العمل، مع بيان مؤهلات وخبرات أعضاء الفريق.

• نبذة عن الشركة، متضمنةً قائمة بالتقارير السابقة الخاصة بالمنظمات غير الحكومية المحلية (DNGOs) التي قامت الشركة بإعدادها.

• عدد الأيام المقترحة لإكمال وإصدار التقرير.

• العرض المالي (ملخص عرض الأسعار – وفقًا للنموذج المرفق).

• إقرار المورد (Supplier Declaration) المرفق.

• توقيع هذه الشروط المرجعية (TOR) وإرفاقها مع ملف التقديم.

TERMS OF REFERENCE (TOR) FOR ACCOUNTING SERVICE FOR DNGO ANNUAL REPORT

1. BACKGROUND :

Deutsche Welthungerhilfe e.V. (hereafter: WHH) is a German private, non-profitmaking, politically independent and non-denominational relief organization, which supports people living in deprivation and poverty, irrespective of the color of their skin, their religious beliefs, or their worldview. WHH is working in the fields of development cooperation and humanitarian aid, relief aid, rehabilitation, and reconstruction. The Iraqi offices of WHH are based in Erbil and Duhok in KRI and Sinjar in Ninewa government, and WHH has been registered as an INGO in KRI since February 2015 and in Iraq since June 2018.

Welthungerhilfe (WHH) Iraq seeks a qualified consultant to provide technical capacity building and strategic guidance for two projects funded by the German Federal Ministry for Economic Cooperation and Development (BMZ). These projects are implemented by local partners in the Ninewa and Diyala governorates and aim to strengthen community resilience through social cohesion, peaceful coexistence, and sustainable livelihood interventions, such as climate‑adaptive agriculture and vocational training.

2. PURPOSE

Contracting of independent Certified accountant /Company locally known as “محاسب قانوني ومنظم حسابات ” to perform 2025 annual financial report for WELT HUNGER HILFE  for the purpose of submission to Directorate of Non-Governmental Organizations in accordance with generally accepted auditing standards in Iraq.

3. THE REPORT

The report shall meet the requirements of the Directorate of Non-Governmental Organizations and shall include below items as a minimum.

• Statement of program activities and projects financial values.
• Statement of staff salaries, social security and income taxes.
• Statement of funds received.
• Schedules of expenditures.
• Bank and cash balances.
• Any applicable annexes and notes to the financial statement as per the DNGO instruction.
• Submit a report to the DNGO department in Baghdad.
• Any New instructions FI government come after report submission independent Certified accountant will be responsible to modify accordingly with no additional costs on the first offer selected.

The report shall be provided in six copies. The place of acceptance and delivery of the reports shall be our offices in Erbil.

The delivery period shall be 2 weeks from the date of providing relevant documents by WHH.

4. REQUIREMENTS

• This TOR to be signed.
