Subject: Money Distribution (Grants) to 115 Participants in two locations in Ninewa Province (Mosul City, University of Mosul and Chamber of Commerce)

The Near East Foundation Iraq office invites companies to submit sealed bids for the following services. The successful bidder shall be an independent service provider liable and able to provide all required services at the locations specified by NEF. All arrangements will be the responsibility of the successful bidder.

The period of provision of required services would be between September 2025, to December 2025.

Quantity:

The Money Distribution up to (299,000 USD). This amount should be disbursed to project participants as in the list provided by NEF in two locations in Mosul city (Mosul Chamber of Commerce and University of Mosul).

Please note that the number of participants and the total grant amount may increase, depending on final selections and approvals.

Requirements of Payment

• The company should distribute up to (299,000 USD) to 115 participants in two locations in Mosul.
• Payment would be made by NEF after the disbursement and submission of the invoice of each round of disbursement along with all supporting documents (receiver ID copy and a receipt signed by the receiver)
• The payment would be done within two weeks of receiving the invoice.
• The company should distribute the money/business grants as per the schedule provided by NEF in USD (NEF will provide a list of the beneficiaries three days before the disbursement).
• Each payment should be delivered in an envelope, using large denomination banknotes.

Interested bidders are to read this RFT carefully, print it, sign and stamp all the pages, and submit a quotation according to all the requirements. The deadline for submission of quotations is Thursday, September 4^th, 2025, at 15:00 (Iraq time). Companies that do not submit their quotation by this deadline will not be considered.

Your quotation should clearly indicate the following:

1. Fees of Total Cost (Percentage)
2. Validity of the offer
3. Certificate of Registration.
4. Any certificate that shows similar experience

Conditions of quotation:

• Payment will be made after receiving an invoice in USD or IQD by a bank transfer (Within two weeks).

NO ADVANCE PAYMENTS.

• The successful bidder /contractor will not change the quoted price, and it will remain the same for the entire period of performance of the contract that would be signed by the successful bidder.
• All suppliers doing business with NEF should maintain high standards on ethical issues, respect and apply basic human and social rights, ensure the non-exploitation of child labor, and give fair working conditions to their NEF reserves the right to reject quotations provided by suppliers not meeting these standards.
• Vendors doing business with NEF will be screened before confirming an order or contract.

• NEF reserves the right to accept or reject the whole or part of your quotation based on the information Incomplete quotations which do not comply with our conditions will not be considered.
