For Provision of Lunch Meals During Training Sessions in Al-Qa’im and Fallujah

1. Background

Al HubWa Al Salam Iraqi Organization seeks to procure the services of a qualified caterer/restaurant to provide fresh and nutritious lunch meals for training participants in Al-Qa’im and Fallujah (Anbar Governorate). The meals will be delivered on agreed-upon days between August 15, 2025, and January 31, 2026, based on the organization’s training schedule.

2. Scope of Work

The caterer shall supply the following meal options for each participant, ensuring freshness, food safety, and compliance with local meat requirements (no frozen/imported "Rost" meat allowed):

Meal Options (Per Person)

1. Rice and soup with 1/4 local lamb meat, water, beverage, bread, and appetizers.

2. Sheesh Kabab and Tekka (local lamb meat), water, beverage, bread, and appetizers.

3. Sheesh Kabab and Tekka (local chicken meat), water, beverage, bread, and appetizers.

4. Rice and soup with 1/4 local chicken, water, beverage, bread, and appetizers.

Key Responsibilities of the Caterer:

• Ensure meals are fresh, hygienic, and delivered on time.

• Adhere to food safety standards and bear full responsibility for any health-related issues.

• Provide meals in quantities agreed upon for each training day.

• Accommodate potential last-minute changes in participant numbers (with prior notice).

3. Eligibility and Requirements

• Location: Must operate in or near Al-Qa’im/Fallujah with capacity to deliver.

• Experience: Prior experience in catering for NGOs/government projects is preferred.

• Compliance: Sign and adhere to the organization’s:

  • Code of Conduct

  • SEA (Sexual Exploitation and Abuse) Policy

  • Conflict of Interest Policy

4. Timeline

• Announcement Date: August 7, 2025

• Deadline for Questions: August 12, 2025

• Proposal Submission Deadline: August 15, 2025

• Service Period: August 15, 2025 – January 31, 2026 (flexible dates as per training needs).

5. Submission Guidelines

• Attach:

  • Company registration/license.

  • Signed copies of the RFQ Form and policies (provided by the organization).

6. Evaluation Criteria

• Cost-effectiveness (50%)

• Quality and freshness of food (30%)

• Delivery capacity and flexibility (20%)

Note: Failure to sign the attached policies will result in disqualification. The organization reserves the right to amend the ToR if necessary.

١. الخلفية

تسعى منظمة الحب والسلام العراقية الدولية إلى التعاقد مع مطعم/متعهد طعام مؤهل لتقديم وجبات غداء طازجة ومغذية للمشاركين في التدريب في القائم والفلوجة (محافظة الأنبار). سيتم تسليم الوجبات في أيام متفق عليها بين ١٥ أغسطس ٢٠٢٥ و٣١ يناير ٢٠٢٦، وفقًا لجدول التدريب الخاص بالمنظمة. ________________________________________

2. نطاق العمل

يُقدّم مُقدّم الطعام خيارات الوجبات التالية لكل مشارك، مع ضمان نضارة الطعام وسلامته والامتثال لمتطلبات اللحوم المحلية (يُمنع إدخال لحوم "روست" المجمدة/المستوردة):

خيارات الوجبات (للشخص الواحد):

1. أرز وحساء مع ربع كغم لحم ضأن محلي، وماء، ومشروب، وخبز، ومقبلات.

2. شيش كباب وتكا (لحم ضأن محلي)، وماء، ومشروب، وخبز، ومقبلات.

3. شيش كباب وتكا (لحم دجاج محلي)، وماء، ومشروب، وخبز، ومقبلات.

4. أرز وحساء مع ربع دجاج محلي، وماء، ومشروب، وخبز، ومقبلات.

المسؤوليات الرئيسية لمُقدّم الطعام:

• ضمان أن تكون الوجبات طازجة، وصحية، ومُسلّمة في الوقت المحدد.

• الالتزام بمعايير سلامة الغذاء، وتحمّل المسؤولية الكاملة عن أي مشاكل صحية.

• تقديم وجبات الطعام بالكميات المتفق عليها لكل يوم تدريب.

• استيعاب أي تغييرات محتملة في أعداد المشاركين في اللحظات الأخيرة (مع إشعار مسبق).

3. الأهلية والمتطلبات

• الموقع: يجب أن يكون المتقدم في القائم/الفلوجة أو بالقرب منهما، مع القدرة على التوصيل.

• الخبرة: يُفضل وجود خبرة سابقة في مجال تقديم الطعام للمشاريع الحكومية/المنظمات غير الحكومية.

• الامتثال: التوقيع على ما يلي والالتزام به:

4. الجدول الزمني

٥. إرشادات التقديم

o تسجيل/رخصة الشركة.

٦. معايير التقييم

• الفعالية من حيث التكلفة (٥٠٪)

• جودة ونضارة الطعام (٣٠٪)

• القدرة على التوصيل والمرونة (٢٠٪)

ملاحظة: سيؤدي عدم التوقيع على السياسات المرفقة إلى استبعاد المتقدم. تحتفظ المؤسسة بالحق في تعديل شروط وأحكام التقديم إذا لزم الأمر.
