Instructions for Suppliers Applying for Request for Bids (RFB)

Introduction:

ِAl Hub Wa Al Salam Iraqi Globally Organization ( ILP) is a local, non-profit, non-governmental organization headquartered in Anbar - Fallujah - dedicated to supporting and empowering women and youth.

This document outlines the instructions and conditions for suppliers wishing to apply for the Request for Bids (RFB) to provide agricultural materials to the locations of Haditha and Fallujah. The required materials include:

• Dripping System

• Seeds

• Fertilizers

• Hand Tools

• Pesticides

Suppliers will be responsible for the delivery and transportation of these materials to the aforementioned locations. All bids must comply with the conditions specified below.

Scope of Work:

The supplier will be required to:

1. Provide Agricultural Materials:

   • Dripping systems, seeds, fertilizers, hand tools, and pesticides that meet the specified quality standards and are suitable for the intended use.

2. Delivery and Transportation:

   • The supplier is responsible for transporting and delivering the materials to the locations of Haditha and Fallujah.

   • The transportation should ensure that the materials arrive in good condition and within the agreed timelines.

3. Quality Standards:

   • All items provided should comply with relevant industry standards for quality, safety, and environmental impact.

   • Suppliers are required to submit detailed product specifications, including certificates of origin, testing, and compliance with local or international agricultural standards.

4. Timeliness:

   • The supplier must adhere to the delivery schedules specified in the contract. Any delays in delivery must be communicated immediately, and appropriate penalties may be imposed for late delivery.

5. After-Sales Service:

   • The supplier should provide necessary after-sales support, including any required installation, setup, or training for the use of the materials if applicable.

Submission Requirements:

Suppliers must submit the following documents to be considered for the bid:

1. Technical Offer:

   • The technical offer should include detailed specifications for all the requested materials. This should also include any supporting documents that demonstrate the supplier's capability to meet the required standards.

2. Financial Offer:

   • The financial offer should clearly outline the costs for each item, including delivery charges, taxes, and any other additional costs. The financial offer should be competitive and represent the best value for the specified materials.

   • The deadline for submitting offers is no later than 11:59 PM (Iraq local time), April 11, 2025.

Supplier's Responsibilities:

• The supplier is responsible for the proper packing, handling, and transport of all materials to the designated locations in Haditha and Fallujah.

• The supplier should ensure that all items delivered are free from defects and meet the agreed quality standards.

• The supplier must adhere to all applicable regulations and guidelines, ensuring compliance with the local laws of Iraq.

• The supplier must ensure the timely delivery of materials within the designated timeframes.

• The supplier is responsible for any required insurance during transportation and delivery.

• The supplier should provide documentation that proves the origin of the materials, along with any relevant quality certification.

• Bid Evaluation Criteria:

  • Bids will be evaluated based on the technical specifications of the materials, the financial offer, and the supplier's proven experience in handling similar supplies.

  • A detailed evaluation matrix will be used to compare the bids, and the selected supplier will be notified once the evaluation process is completed.

• Confidentiality:

  • All offers and communications related to this Request for Bids must be treated as confidential. Suppliers are expected to maintain the confidentiality of all information received and provide only accurate and truthful details in their submissions.

• Contract Award:

  • The final selection will be made based on the best value to the buyer in terms of both quality and price. A formal contract will be awarded to the chosen supplier following the evaluation process.
