Mosul-based Grant Partner for Implementation of BEIT Climate Green Home Project 

Duration: Maximum 24 months

Background

The International Trade Centre (ITC), with the funding support of the European Union, is implementing the Building Equitable and Inclusive Transformation (BEIT) project in Mosul, Iraq. This project focuses on promoting climate-resilient housing solutions and empowering local communities through innovative design and vocational training programs. The BEIT project aims to address the challenges posed by climate change in the housing sector while fostering local economic development through the creation of sustainable employment opportunities. By combining innovative design, vocational training, and financial incentives, the BEIT project addresses both climate challenges and economic development through the construction sector.

A key component of the project is the Green Home Affordable Design Competition, which invites young architects, MSMEs, and engineering students to develop climate-adaptive housing designs. Participants will receive training in green construction, sustainability, and entrepreneurship, and selected designs will undergo incubation and further development with expert mentorship. The goal is to generate market-ready, climate-smart housing solutions for Mosul.

In addition to fostering innovation, the project includes a robust Technical and Vocational Education and Training (TVET) program, which equips informal construction workers, youth, and underrepresented groups with the skills necessary to install these climate-adaptive solutions.

Furthermore, the project will facilitate access to climate-resilient retrofit services for households through the BEIT Green Home Fund, which will subsidize up to 50% of the installation costs. This subsidy will help ensure that low/middle-income families can afford critical retrofits to their homes, improving energy efficiency and thermal comfort. Certified climate advisors and contractors will oversee the installation of these solutions, ensuring quality and compliance with the project’s standards through Green Home Check-Ups in their communities, contributing to local job creation and enhancing the resilience of Mosul’s housing stock.

Objective

The primary objective of this grant is to support the implementation of the Green Home Affordable Design Competition, TVET training, Green Home Check-Up services, and the Green Home Fund in Mosul. The local grant partner will coordinate the design competition, manage the TVET training, and ensure the smooth implementation of climate-adaptive housing solutions for local households.

Key responsibilities include:

  • Organizing the Green Home Design Competition, including participant recruitment, foundational training, and the incubation of selected designs.
  • Supporting the delivery of TVET training to informal workers by partner institutions, certifying them as BEIT Green Home solutions installers
  • Facilitating the operation of the BEIT Green Home Fund, managing the application and approval process, and ensuring the installation of climate-adaptive retrofits in at least 75 households in Mosul.
  • Overseeing the installation process, ensuring that all installations meet quality standards and that climate advisors and certified contractors follow the project’s guidelines. Collaborate with dedicated partner to ensure that climate advisors are capable of conducting Green Home Check-Ups.
  • Monitoring the post-installation satisfaction of participating households and providing ongoing support to ensure the long-term success of the solutions.
  • Ensuring accurate and regular reporting to ITC BEIT Monitoring and evaluation unit in order to reflect on sub-results KPIs

This project seeks to empower Mosul’s construction sector through innovation, entrepreneurship, vocational training, and sustainable housing solutions, ultimately contributing to the city’s climate resilience and economic recovery.

2.     Development, Execution, and Incubation of the Green Home Affordable Design Competition in Mosul

Develop and prepare the Green Home Affordable Design competition: rules, eligibility, selection criteria, timeframe, application process, key timeframe and events

-   Comprehensive Competition Framework Document produced and validated by ITC: This includes the competition rules, eligibility criteria, selection process, evaluation criteria, competition timeline, application and submission guidelines, and prize/incentive structure.

-   Promotional and Stakeholder Engagement Package produced: This includes all promotional materials (flyers, brochures, web content) to attract participants

3.     TVET Participant Recruitment, Training Delivery, and Entrepreneurship Support for Green Home Solutions Installation

3.1

Identify and recruit participants, focusing on informal construction workers, youth, and underrepresented groups

-   At least 50 construction workers / youth registering for the Green home products installation TVET training (ensuring at least 30% female participation).

Support ITC to establish context-adapted fund guidelines and criteria, including application and approval process

-   Application and approval process for households seeking subsidies, ensuring transparency and accountability.

-   75 payments representing maximum 50% of the total cost, with a maximum amount of 2,500 USD disbursed to contractors after validation of the installation by BEIT climate advisors

Evaluate households satisfaction and ensure documentation of case studies and support BEIT M&E

-   75 households receive a post-installation satisfaction survey call during which the contractor and the BEIT climate advisor are scored

For this purpose, ITC will contract an Implementing Partner (IP) to jointly implement the activities on the ground, adapting ITC’s methodologies to the regional circumstances, reaching out to local partners and facilitating the implementation of activities on the ground.

 

Required Conditions

Interested Implementing Partners must satisfy the following criteria for the specific action:

 

  1. Institutional set-up and mandate:
  2. Local Iraqi non-profit organization active in the field of youth entrepreneurship and financial literacy, climate change adaptation
  3. Based and registered in Iraq (Mosul) since at least 3 years.

 

  1. Programme Management capacities:
  2. Proven track record and credentials in supporting projects for international donors and multilateral organisations or other agencies, like the United Nations, the World Bank and/or similar organizations;
  3. Track record of programme design and implementation, including due diligence in managing and disbursing funding to local partners;
  4. Accountability: proven record of legal and financial due diligence and reporting capacities;

 

  1. Network and outreach
  2. Outreach throughout Mosul to a network of private and public sector and civil society organizations, with special emphasis on TVET, entrepreneurship, financial literacy and climate adaptation.
  3. Established relationships with academia in Mosul, think tanks and local authorities

 

  1. Relevant operational and technical capacities:
  2. Operational capability to coordinate project activities in Mosul for young entrepreneurs and communities;
  3. Proven track record of provision of skills and technical training in entrepreneurship, financial literacy, climate-change education, business development
  4. Experience organizing design competitions or similar initiatives, including managing participant recruitment, selection processes, and delivering mentorship or incubation services. A track record of fostering innovation and entrepreneurship is necessary.
  5. Experience in facilitating public-private partnership and dialogue platforms
  6. Capability to include gender and sustainability dimension into the delivered results.

 

 

Required documents for Expression of Interest (EoI) submission:

  • Completed Annex A offering evidence of compliance with above criteria
  • Completed Annex B – Budget for the intervention
  • Three (3) last audited financial statements
  • Evidence of a bank account in the name of the organization
  • Latest annual report of the organization with the financial statements
  • Official document of registration in Iraq
