Position Overview

The MEL Monitoring Manager will be responsible to ensure strong Monitoring, Evaluation, and Learning (MEL) practices are implemented across the country portfolio of projects and provide strategic support to in-Country leadership related to program effectiveness. This position will also act as a Liaison between HQ and the country of operation, ensuring that DMEL policy and minimum requirements are implemented according to the standards established. This role will be part of the core in-Country leadership staff, providing strategic support, contributing to project design, and feeding data in to help in making informed decisions. The MEL Manager will also ensure compliance with donor M&E requirements.


Essential Duties and Responsibilities

  • Oversee and provide technical support to MEL in-Country staff to ensure all MEL plans are implemented with the highest quality
  • Work closely with the Project Managers to ensure timely implementation of the MEL requirement and deliverables of each project.
  • Ensure the adoption of HAI DMEL policy in-Country.
  • Support project design and facilitate critical analysis and reflection on project logic, especially when it comes to the design of the logical framework, indicators table, and MEL plans
  • Ensure donor compliance with MEL requirements through the life of the project
  • Responsible for the implementation of PM/MEL technology in-Country
  • Provide support and guidance for MEL practices at project level.
  • Work closely with the Project Managers and the Project M&E staff to ensure accurate and consistent update of each project PRIME dashboard.
  • Provide guidance and technical support to the in country data collection efforts.
  • Implement data quality control practices following HAI guidance and adapting as needed for specific scenarios
  • Oversee and conduct data quality audits through Country projects.
  • In coordination with HQ MEL staff, oversee and manage the projects baseline and end line assessments.
  • Implement internal evaluations following principles as established by the HAI DMEL Policy
  • Alert program officers/ managers and Country Director and/or DMEL Director on corrective actions required to avoid delays in implementation, including flagging operational issues and risks requiring timely action based on data and information generated from indicators analysis and performance evaluations
  • Assist country programs in ensuring protection of sensitive or confidential data, and alert DMEL Director and Country Director of any incidents involving loss or theft of data, or other breaches of confidentiality.
  • Provide M&E training and technical assistance to local NGO partners
  • Review monthly progress reports and provide feedback to the respective staff.
  • Ensure systematization of projects’ lessons learned and best practices of the different projects
  • Generate and circulate visualizations based on the projects data using Microsoft Power BI or similar platform.
  • Other technical duties may be assigned in consultation with the DMEL director.

 

Qualifications & Preferred Skills

Qualifications


Education and/or Experience

  • Degree in measurement, evaluation, statistics, demography, public policy, public health or other relevant field
  • Master’s degree required. Advanced relevant post-graduate certificates or coursework is desirable
  • At least 7 years of experience in Monitoring, Evaluation, and Learning of projects
  • Experience in multiple donor projects is highly desirable, specifically US government grant funded projects
  • At least 3 years managing staff in a M&E capacity or similar capacity.

 

Technical Experience

  • Strong understanding of MEL concepts. Demonstrated experience in developing MEL plans that go beyond donor compliance to enable learning and data utilization for decision making
  • Demonstrated capacity in data management
  • Proven experience working on Access to Justice, Gender, Mental Health and Psychosocial Support, Sexual and Reproductive Health, Civil Society and Governance, HIV/AIDS, education, workforce development, or other similar sectors.
  • High levels of proficiency with MS Office Suite specially MS Excel, MS Access, and MS Power BI.

  • Fluency in English required; fluency in French, Spanish, or Arabic preferred;
