VACANCY: Health Field Officer 2
The International Committee of the Red Cross (ICRC) is a neutral and independent international humanitarian organization, which assists and protects victims of armed conflicts and other situations of violence. The ICRC is currently looking for staff for its support operations in Iraq.

Reports to: Pre Hospital Emergency Care Delegate
Duration of Contract: One-year fixed term contract with possible extension.

Objective:
Health Field Officer 2 contributes to implementing, running, and monitoring the health program (s) in cooperation with the health team, according to the objectives set out in the delegation's annual planning (Planning for Results) for Najaf area of responsibility. Based on the skills required for this position, s/he has the capacity to oversee elements of these programs and/or deliver services with a degree of autonomy with particular emphasis and expertise in Emergency medicine and/ or Prehospital Emergency care. S/he contributes actively to planning, coordinating, implementing, and reporting health activities at the field level.
Health Field Officer 2 interacts internally with the health team (Pre-Hospital Emergency Care (PHEC) Delegate, Health Coordinator, Health field Officers), Najaf Management, and non-health staff in Najaf sub-delegation.
Externally, interacts with national health authorities and local stakeholders in the area of responsibility (AoR) and Baghdad.
Key Responsibilities:
- Conducts an in-depth mapping of all Emergency responders Emergency Medical care at Hospital (ER) level and critical incident stakeholders in Nasiriya;
- Assists the Pre Hospital Emergency Care Delegate (PHEC) planning the PHEC Mass Casualty Management Round tables, sensitization workshops and operational trainings;
- Support the strengthening of Iraqi Red Crescent Society (IRCS) first responders capacity to respond to emergencies as per the MOH National Emergency plan;
- Assure the quality and the consistency of the ICRC support for Primary Health Care (PHC) including outreach, capacity building, training, Monthly inventory at Primary Health Center (PHC) level, medical orders and regular/ad-hoc donations to the supported PHC centers are done correctly and on time;
- Conducts field assessments and participates in the analysis of and reflection on the overall health situation;
- Anticipates emergency situations by reinforcing the emergency preparedness and response capacity of the stakeholders concerned and organizes Adhoc hospital Emergency medical support;
- Executes administrative and office work related to the projects;
Translates the needed documents into Arabic language and vice versa.
Education and Professional Experience required:
- Degree in Medical Science or Nursing;
- Health professional background - emergency medicine, First Aid and Prehospital emergency care and public health experience
- 3 - 5 years working experience with thorough knowledge of the Iraq Health System, in particular, the Emergency Medical Service and Emergency medicine;
- Experience in first aid (with technical experience in training & education preferred);
- Fluent written and spoken command of the Arabic language as well as English;
- Very good computer skills, including MS.
