General scope of the position:
The Program Manager is responsible for overseeing the planning, implementation, monitoring, and evaluation of projects. He/She will ensure that programs are delivered in line with organizational standards, donor requirements, and strategic priorities. The role involves close coordination with field teams, technical departments, and support departments to ensure operational efficiency, quality programming, and accountability.

Program strategy and Implementation:
- Manage the successful day-to-day implementation and completion of assigned projects, ensuring effective and accountable project delivery.
- Develop comprehensive projects plans, including detailed implementation plans, procurement plans, human resource plans, and spending plans.
- Ensure projects activities are implemented in alignment with contractual obligations, donor/partner policies, and organizational procedures.
- Lead the design, planning, and execution of healthcare and humanitarian programs.
- Ensure alignment with La Chaîne de l’Espoir’s strategic objectives and donor requirements.
- Coordinate with all departments, local stakeholders, and government entities to ensure effective delivery.
Grants Management
- Oversee the full grant lifecycle: proposal development, budgeting, compliance, reporting, and close-out.
- Ensure timely submission of donor reports and adherence to contractual obligations.
- Maintain accurate documentation and donor communication records.
- Lead and participate projects audits in support of HQ team.
Fundraising & Resource Mobilization
- Contribute in identify funding opportunities and update the fundraising plan based on HOM request.
- Lead proposal writing and donors outreach activities.
- Support the Head of Mission in cultivating relationships with institutional donors, embassies, and private foundations.
- Develop fundraising materials and contribute to visibility efforts.
- Manage projects budgets effectively and interpret financial reports to ensure accurate financial oversight.
- Ensure coordination btw project teams and support departments to ensure effective budget follow-up and meaningful interpretation of financial data.
- Prepare, track, and follow up on projects financial requests.
- Ensure financial risks are appropriately managed in coordination with the finance team.
Coordination and Communication:
- Maintain regular communication and coordination with partners, donors, and local authorities to ensure transparency and compliance.
- Represent the organization in coordination meetings with ministries, UN agencies, and NGOs upon Head of Mission request.
- Contribute strategic partnerships to enhance program reach and sustainability.
- Monitoring, Reporting, and Compliance
- Ensure comprehensive project documentation and maintain organized records of project data and evidence.
- Oversee the timely submission of all internal and external reports (weekly, monthly, interim, and final) — both narrative and financial to relevant stakeholders.
- Identify, assess, and manage programmatic, financial, safety, security, and reputational risks throughout the project lifecycle.
- Develop M&E frameworks and tools to assess program impact.
- Lead data collection, analysis, and reporting for internal and external stakeholders.
- Promote adaptive learning and continuous improvement.
- Collaborate with finance and logistics teams to manage budgets and procurement.
- Ensure compliance with internal policies, donor regulations, and Iraqi legal frameworks.
Team Leadership & Capacity Building
- Supervise program staff, fostering a culture of accountability and collaboration.
- Identify training needs and support professional development initiatives.
- Manage the program team efficiently to promote collaboration and accountability.
- Supervise, coach, mentor, and develop program staff to ensure strong performance and professional growth.
Qualifications:
Education:
An academic degree in Business administration, Human resources management, or equivalent field is required.
Competencies
Ability to translate strategic directions into operational plans
Knowledge of quality reference frameworks and proficiency in MEAL tools (logical frameworks, action plans, etc.)
Understanding of the compliance framework of donor requirements
Proficiency in project development and proposal writing
Ability to analyze and anticipate operational risks
Ability to convey institutional messages and communicate clearly and appropriately with diverse stakeholders
Ability to develop, implement, and sustain partnerships
Work experience:
5-7years’ work experience with an international NGO in Iraq in a similar position is required.
Knowledge about Iraq and KRI context-particularly is required.
Languages:
Excellent verbal and written communication skills in English and Arabic,

Ability to work independently and collaboratively;
Patience, flexibility and capacity of adaptation;
Good interpersonal skills.
