| With the support and under the supervision of the Programs Program and Reporting Officer; He / She is responsible to provide strong programmatic and reporting skills to the response/national office, in line with the needs and priorities of the office. The position will involve the production of program design and reporting strengths along-with key communications resources for donor and public engagement. The Programs and Reporting Officer plays a pivotal role in supporting the effective planning, implementation, monitoring, and reporting of humanitarian and development programs in Iraq.
- Support the strategic planning and operational execution of humanitarian and development programs.
- Ensure program activities are designed and implemented in alignment with donor expectations and organizational goals.
- Facilitate coordination between field teams, technical units, and support departments for smooth program delivery.
- Lead the consolidation and analysis of field data to inform program performance and reporting.
- Maintain accurate and timely documentation to support donor compliance and internal accountability.
- Act as a central liaison for program-related communications, ensuring consistent messaging and visibility.
- Develop compelling content that showcases program impact through stories, visuals, and media.
- Promote integration of MEAL and financial processes into program planning and execution.
- Ensure that all reporting and communications meet donor branding and visibility requirements.
- Contribute to continuous learning and improvement by documenting lessons learned and best practices.
- To develop and deliver a local communications strategy in line with Human Appeal’s global vision and brand in order to support our programmes, marketing, campaigns and advocacy work.
- To proactively build Human Appeal Iraq s positive media and PR profile, increasing visibility and credibility amongst key stakeholders through engaging journalists, pitching stories, writing blogs, managing local social media channels, hosting live/remote events and other initiatives.
Core duties and responsibilities
Programme Specialist – 50%
- Contribute to the programme design in coordination with technical teams and donors.
- Develop project proposals, logframes, and implementation plans.
- Monitor project implementation and ensure alignment with objectives and donor requirements.
- Support field teams in activity planning, execution, and troubleshooting.
- Lead project closure processes including final evaluations, lessons learned, and reporting.
- Coordinate with MEAL and Finance teams for integrated programme delivery.
- Ensure compliance with internal and donor policies throughout the project lifecycle.
Reporting – 30%
- Prepare and share weekly/monthly progress reports on programme activities.
- Maintain and update beneficiary databases in line with HA and donor standards.
- Collect, compile, and verify field data from Data Entry Assistants.
- Archive reports and documentation for donor audits and internal reviews.
- Provide inputs for donor narrative reports and internal programme reviews.
- Guide field teams in preparing required documentation (e.g., assessment lists, training reports, case stories).
Communications & Media Focal Point – 20%
- Serves as the primary focal point for communications and media activities related to programme implementation.
- Most communications and media tasks are outsourced to freelancers, with associated costs charged to project budgets.
- This position is responsible for supervising, reviewing, and ensuring the quality and compliance of all media outputs.
- Coordinates with field teams to collect visual content (photos, videos) and human-interest stories.
- Ensures all communications materials meet donor visibility requirements and align with Human Appeal’s branding guidelines.
Liaises with the Communications Department to support social media, newsletters, and donor updates.

Qualifications & Preferred Skills
Programme Specialist (50%)
- Minimum 3–5 years of experience in humanitarian or development programme management.
- Proven experience in:
- Designing and developing project proposals, logframes, and implementation plans.
- Managing full project cycles — from inception to closure.
- Coordinating with MEAL, Finance, and field teams.
- Ensuring donor compliance and managing reporting requirements.
- Experience working with international NGOs or donor-funded projects is highly desirable.
Reporting (30%)
- 2–3 years of experience in programme reporting, data management, or M&E.
- Strong skills in:
- Data collection, verification, and analysis.
- Drafting progress and narrative reports for donors.
- Managing beneficiary databases and documentation.
- Familiarity with donor reporting formats and audit requirements.
Communications & Media Focal Point (20%)
- 1–2 years of experience in communications, media coordination, or content development.
- Experience supervising or coordinating outsourced media work (e.g., freelancers).
- Ability to:
- Review and ensure quality of visual and written content.
- Draft human-interest stories and success stories.
- Align content with branding and donor visibility guidelines.
- Experience with social media, newsletters, and basic media editing tools is a plus.

Experience Requirements

· Computer literate and proficient in MS Office Suite
· Proficiency in project and program management software and tools.
· Excellent skills on computer operation, especially on Microsoft Excel

· Excellent written and spoken English and Kurdish and Arabic, Ability to communicate in Arabic to English at least an Intermediate level. Additional languages are a bonus
