Description

Dijla Agricultural Association (DAA) is an independent, non-profit, non- governmental Iraqi civil society organization headquartered in Mosul, Ninewa Governorate. Established in 2012 and officially registered with the Iraqi NGO Directorate and the Kurdistan Regional of Iraq (KRI).

Since its establishment, DAA has evolved into a leading national organization implementing humanitarian and development programmes across Iraq. Its interventions focus on agriculture, food security, livelihoods, climate change adaptation, water, sanitation and hygiene (WASH), environmental protection, vocational training, capacity building, and community development practices.

As part of the project “Promoting employment and economic participation through networking and capacity building in Ninewa, Iraq”, DAA seeks to recruit a highly qualified and experienced MEAL consultant to design, develop, and deliver a comprehensive three-day Advanced Monitoring, Evaluation, Accountability and Learning (MEAL) Training.

 

Objective of the Consultancy

  • Strengthen the technical and practical capacities of DAA staff in advanced Monitoring, Evaluation, Accountability, and Learning (MEAL) systems, enabling them to effectively design, implement, monitor and evaluate humanitarian and development projects in accordance with international standards and donor requirements.

 

 

By the end of the training, participants will be able to:

  • Develop and refine logical frameworks, SMART indicators, Indicator Performance Tracking Tables, and comprehensive MEAL plans aligned with project objectives and donor requirements.
  • Design robust monitoring systems and establish appropriate data collection methodologies, sampling approaches, data flow processes, and means of verification.
  • Apply internationally recognized Data Quality Assurance (DQA) principles and conduct data quality assessments to ensure the accuracy, completeness, consistency, timeliness, reliability, and integrity of project data.
  • Strengthen organizational accountability by integrating Feedback and Complaint Response Mechanisms (FCRM), the Core Humanitarian Standard (CHS), safeguarding principles, Protection from Sexual Exploitation and Abuse (PSEA), data protection, and ethical data management into MEAL systems.
  • Capture, document, and communicate lessons learned, best practices, case studies, and success stories to promote organizational learning, knowledge management, and continuous programme improvement.

Scope of work

The Trainer will be responsible for the following:

  1. Training Preparation
  • Conduct rapid training needs assessment, including consultation with DAA's MEAL team, to identify participants' existing capacities, learning needs, and priority topics.
  • Develop a comprehensive training package, including a detailed agenda, session plans, presentations, facilitator notes, practical exercises, case studies, and reference materials.
  • Prepare training materials that reflect international MEAL standards, donor requirements, and practical humanitarian and development programming contexts.
  1. Training Delivery
  • Deliver a three-day interactive and participatory training using various learning methodologies.
  • Facilitate discussions, group work, simulations, case studies, practical exercises, and peer learning sessions that encourage active participation and knowledge sharing.
  • Provide technical coaching and mentoring to participants throughout the training to reinforce learning and address individual technical challenges.
  1. Assessment and Documentation
  • Evaluate participant performance through practical assignments, group exercises, presentations, and interactive discussions.
  • Analyze training evaluation results and identify key recommendations for future capacity-building initiatives.
  • Prepare and submit a comprehensive final training report summarizing the training methodology, participant attendance, assessment results, evaluation findings, key achievements, lessons learned, photographs (where appropriate), and recommendations for strengthening future MEAL capacity development.

Methodology and Content

The training methodology shall include, but not be limited to, the following approaches:

  • Interactive presentations and facilitated discussions.
  • Learning and participatory facilitation techniques.
  • Individual and group practical exercises.
  • Real-life project scenarios from DAA programmes (where appropriate).
  • Group assignments and presentations.
  • Practical data cleaning, validation, and analysis using Microsoft Excel.
  • Indicator development and MEAL planning workshops.

Proposed agenda including suggested training topics:

  • First day: Advanced MEAL Systems and Results-Based Management, Logical Framework Approach (LFA), Indicator development and MEAL Planning.
  • Second day: Data Collection, Data Quality and Information Management including data collection methodologies, MEAL Management and Information Management, Data Quality Assurance, Data management for reporting and decision making.
  • Third day: Data Analysis and Visualization, accountability, learning and knowledge management (including safeguarding and ethical data management).

Expected deliverables

  • Updated technical proposal including training methodology, work plan, timeline and training agenda.
  • Comprehensive training package including PP presentations, practical exercises, case studies and handouts.
  • Training report, within two weeks of completing the training including methodology, content, key achievements, attendance, lessons learned, challenges encountered and recommendation.
Qualifications & Preferred Skills

The trainer should possess:

  • At least 7 years of experience in MEAL within humanitarian or development programs.
  • Demonstrated expertise in designing and implementing MEAL systems.
  • Logical Framework Approach (LFA), and donor compliance.
  • Experience delivering capacity-building training for NGOs or INGOs.
  • Excellent facilitation, communication, and report-writing skills.
  • Fluency in Arabic. English is an advantage

 

Working conditions

  • Training will take place in Mosul, in a location to be confirmed by DAA staff. Any changes to the training location or schedule shall be communicated and agreed upon in advance.
  • There is no accommodation or transport allowance included with this consultancy.
  • The service provider (consultant) will be paid at the agreed rate, upon satisfactory completion of the assignment including submission of final training report.
  • The payment of the awarded contract will be made in Iraqi Dinar (IQD) and will be made in one installment at the end of the assignment.

The deadline for submission of proposals is July 16, 2026.
