Description

The International Committee of the Red Cross (ICRC) is a neutral and independent international humanitarian organisation, which assists and protects victims of armed conflicts and other situations of violence. The ICRC is currently looking for staff for its support operations in Iraq.

Objective:

The position is part of the Water and Habitat (WatHab) team of the Iraq Delegation and contributes to the ICRC’s work in supporting Iraqi authorities in addressing humanitarian needs related to essential public services and infrastructure. This includes technical support and implementation of activities aimed at improving or rehabilitating water supply systems and key public facilities, such as hospitals, in order to maintain and strengthen the delivery of basic services to the population. In light of the ongoing regional escalation, the ICRC is also stepping up its engagement with relevant authorities to reinforce emergency preparedness capacities. Within this context, the position supports the planning and implementation of engineering and infrastructure activities that help local institutions prepare for and respond to potential emergencies affecting essential services.

The role requires a generalist civil engineering profile with exposure to different aspects of infrastructure and construction work, including water supply systems, WASH-related activities, emergency preparedness interventions, and rehabilitation or construction of public facilities. The position maintains regular contact with local authorities, the Iraqi Red Crescent Society, and other humanitarian actors to facilitate implementation of activities. Responsibilities include conducting humanitarian and technical assessments, identifying needs and proposing appropriate engineering solutions, preparing technical designs, drawings and bills of quantities, and supporting the supervision and management of project implementation. The position will also work closely with other members of the WatHab team in Iraq, coordinating with colleagues who bring complementary expertise—such as electrical systems, solar energy, and other technical fields—to ensure integrated and effective project delivery.

The position is based at the ICRC Sub-Delegation in Erbil and covers activities across the Kurdistan Region. The role requires regular field travel, including occasional overnight stays when necessary. The selected candidate may also be requested to provide support to other ICRC offices or structures in Iraq as operational needs arise. All work-related travel costs, including transportation, accommodation, and daily per diems during field missions, are covered by the ICRC.

 

Key Responsibilities: 

 

  • Contributes to the study of the project brief or "vision" document and understands the needs and challenges. Assists project or programme managers in identifying and analysing needs through assessments and surveys.
  • Contributes to the identification and collaboration with all stakeholders who may have an influence on the success of the projects.
  • Contributes to the collect of all the information and data necessary to prepare the projects. Prepares feasibility studies/project proposals, and technical designs (specifications, drawings, BoQs, etc.) with support from technical experts (internal or external consultants).
  • Contributes to the submission of the project documents to the project or programme manager for review.
  • Actively contributes to the launch of procurement and works contracts in accordance with delegation's rules and ensures follow up.
  • Organizes and supervises the proper implementation of the works and activities related to the project(s).
  • Ensures the necessary communication and training to the "client" for the proper use of the facilities, equipment and services.
  • Ensures the commissioning and handover of infrastructure and equipment to the relevant parties.
  • Ensures proper and timely reporting using the appropriate tools (PAM, etc.)
  • Scope & Impact
  • Manages regular (repeatable design already approved by thematic experts) and/or small (consolidated experience in the country) multi-disciplinary projects.
  • Supervises project workers activities.

 

Qualifications & Preferred Skills
  • University degree (or equivalent) and qualifying experience in civil engineering. While Civil Engineering is the preferred education background, Mechanical or Electro-Mechanical Engineering, Environmental Engineering, Architecture may also apply if they demonstrate relevant experience in management of Infrastructure and Civil project.
  • 3–5 years of relevant professional experience in general infrastructure projects (with focus on water supply) and civil/construction works, including technical design, application of national building codes, and management of civil engineering projects (design, tendering, supervision, and commissioning).
  • Experience in humanitarian or development sector is an asset. .
  • Proficiency in computer-aided design and engineering software. Advanced use of AutoCAD is required. Knowledge of additional civil engineering tools—such as EPANET, structural design, or structural analysis software—is considered an asset.
  • Good command of English and Fluent Kurdish are required – Arabic is a big asset.
