
BACKGROUND: Founded in 1933, the International Rescue Committee (www.rescue.org) is a world leader in relief, rehabilitation, protection, post-conflict development, resettlement services and advocacy for those uprooted or affected by violent conflict and oppression. The IRC has long-term programs supporting conflict-affected persons in Iraq.
The International Rescue Committee (IRC), through its Signpost project, provides life-saving information and digital services to communities affected by conflict and displacement in Iraq. Signpost utilizes social media and digital platforms to deliver accurate, relevant, and timely information related to legal documentation, protection services, environmental awareness, and humanitarian issues.
This service opportunity is intended to support the creation, design, and moderation of content for Signpost’s social media channels, in line with its outreach and protection communication strategy.
Scope of Work:
- Develop 3 content calendars aligned with Signpost’s editorial strategy and key thematic areas (legal, protection, environment, humanitarian updates).
- Design a minimum of 30 (static images, infographics, or short videos) using IRC branding guidelines.
- Produce a minimum of 30 written posts in Arabic (with occasional English versions) for publishing on social media platforms.
- Schedule and publish approved content using Meta Business Suite and other designated tools.
- Collaborate with the Editorial Manager, Protection and Legal teams to ensure accuracy and relevance of content.
- Submit 3 performance reports, detailing:
- Number of posts published
- Engagement metrics (reach, reactions, shares, comments)
- Follower trends and community feedback
- Recommendations for improvement

Schedule of Payments
- First Payment – 33.3%
Amount: 2,631,579 IQD
Timeline: within one month.
Condition: Upon submission and approval of Deliverable 1 including the first content cycle and Report 1.
- Second Payment – 33.3%
Amount: 2,631,579 IQD
Timeline: within one month after the completion of deliverable 1.
Condition: Upon submission and approval of Deliverable 2, including the second content cycle and Report 2.
- Final Payment – 33.3%
Amount: 2,631,579 IQD
Timeline: before the end of the service period.
Condition: Upon submission and approval of Deliverable 3, including the final content set and a consolidated Final Report (Report 3) summarizing trends, feedback, and final recommendations.
Total Contract Value: 7,894,737 IQD
Tools and Resources
IRC will provide access to relevant platforms (e.g., Canva Pro, Meta Business Suite) and editorial guidelines necessary to complete the tasks.
Confidentiality
All content and communications developed under this service are the intellectual property of the IRC and must not be used for any other purpose. The Service Provider is required to protect confidential data and comply with IRC’s data protection standards.
Professional Standards:
The IRC and IRC workers must adhere to the values and principles outlined in IRC Way - Standards for Professional Conduct. These are Integrity, Service, and Accountability. In accordance with these values, the IRC operates and enforces policies on Beneficiary Protection from Exploitation and Abuse, Child Safeguarding, Anti Workplace Harassment, Fiscal Integrity, and Anti-Retaliation.
- A Degree in social work, psychology, law, or any other relevant area.
- Proven experience of at least 3 years of similar work in digital communication, content creation, and social media management.
- Proficiency in tools such as Canva, Adobe Photoshop, Meta Business Suite.
- Strong writing and editing skills in Arabic; proficiency in English is desirable.
- Familiarity with humanitarian and legal terminology, INGOs.
- Ability to deliver high-quality content on time with minimal supervision.
- Proven experience in digital communication, content creation, and social media management.
- Proficiency in tools such as Canva, Adobe Photoshop, Meta Business Suite.
- Strong writing and editing skills in Arabic; English proficiency is desirable.
- Familiarity with humanitarian and legal terminology.
- Ability to deliver high-quality content on time with minimal supervision
