
Context/Reporting line:
Under the general guidance of the Head, of the Peacebuilding and Stabilization Division, the overall supervision of the Senior Programme Coordinator and the direct supervision of the Programme Officer (Technical Cooperation), and in close coordination with the (Reparations Officer, the successful candidate will support PSD Community Policing and TJ Programs in contribute to implement a cross-cutting modus operandi which aims at measuring, monitoring, evaluating and reporting the impact of the overall programming. In particular, the incumbent will be responsible for the following:
Core Functions / Responsibilities
Data collection
- In close coordination with relevant project assistants and programme officers, support the transitional Justice and Community Policing projects implementation with organizing, implementing, and overseeing process of collecting, organizing, filing, and processing data through the review and analysis of event reports, training reports, notes for file and other forms of qualitative data from PSD programming.
- Support in carrying out in a timely manner the data collection process and the overall data management activities including encoding, storing, and transferring data as well as processing, and support to the analysis of the collected data and information.
- Support in disseminating the rationale, objective and correct use of standardized data collection forms, tools and mechanisms aimed at gathering qualitative and quantitative field data and improving the monitoring process of field activities, across PSD.
- Monitor the implementation of the data collection, data cleaning, translation and data quality process of different research studies and update the team’s workplan in close coordination with field team.
- In close coordination with M&E, design evaluation surveys and research studies including baseline, endline and final evaluations.
- Support in coordinating and conducting original and synthesized research and facilitating access to local sources of information and media outlets.
- Support in preparation for, and during internal and external meetings, by gathering relevant information and presenting them in a concise and user-friendly manner.
- Provide technical guidance to the PSD teams in the timely and methodologically correct implementation of quantitative and qualitative researches.
Information Management
- Organize and monitor the storage of all data in the shared folder and ensure that information is up to date and easily accessible.
- Support in designing database tools to manage the implementation of actives and supporting teams in development of queries, functions and data presentations.
- Organize and maintain file management system for all correspondence and reports related to project activities.
Analysis and Reporting
- Support the PSD in designing terms of reference for project and program evaluation.
- Support the PSD in drafting reporting packages encompassing all project activities including donor reports, progress reports, end-of-project reports in a timely manner in accordance with IOM procedures and donor requirements.
- Conduct quantitative and qualitative primary data analysis and generate tables, charts, and explanatory narrative text, with clear disaggregation of perspectives.
- Conduct quantitative and qualitative data analysis from PSD programming to inform the development of information products, such as reports, periodic updates and analysis, briefing and research papers, governorate overviews, and success stories for internal and external use.
- Travel on duty to Iraq, based on the needs of the program.
- Perform such other duties as may be assigned.
Education:
- Bachelor’s degree in social science, Statistics, political, development studie, or any related field from an accredited academic university or institution with five years of relevant professional experience, or
- High School diploma with at least seven years of relevant professional experience.
Experience and Skills:
- Proven experience in design and implementation of assessments, field-based research and analysis, monitoring, programmatic impact monitoring.
- Excellent experience in MS office, Statistical Methods, Internet Explore.
- Excellent communication and negotiation skills. Ability to present clear and concise information.
- Ability to work effectively and harmoniously with colleagues from varied cultures and professional backgrounds, ability to handle confidential matters.
- Ability to meet deadlines and work under pressure.
