Mercy Corps has worked across Iraq’s 18 governorates since 2003, implementing relief and development programming, more than a third of which has focused on the specific needs of refugees and displaced persons. Mercy Corps Iraq current goal is to work with new and existing civil society, public and private sector partners to meet immediate and long-term needs by strengthening communities’ ability to rebuild amidst increasing crisis. Mercy Corps Iraq focuses on (1) a reliefto-resilience pathway to meet the needs of conflict-affected communities leveraging agency expertise in conflict management and civil society development (2) a humanitarian response that empowers conflictaffected populations to meet their own needs (3) partnering with conflict-affected adolescents to address their diverse needs, promoting leadership and linkages with civil society.
General Position Summary
Working in the Finance Department under the direction of the Accounting Specialist and working closely with other MC Iraq finance staff, the Senior Finance Officer will ensure the accuracy and completeness of Mercy Corps accounting records, daily management of the finance responsibilities of the south and central Mercy Corps implementation locations.
Essential Job Responsibilities:
- Managing accounting activities and daily finance errands for Central/South Iraq.
- Working closely with finance staff in South, provide them with the required support, guidance and advice by build a strong communication across MC offices in South.
- Review the monthly bank reconciliations.
- Develop and maintain relationship with bank(s) in Baghdad.
- Post daily transactions in Mercy Corps accounting software system “Navigator” under area of responsibility.
- Responsible to ensure cash flow in South offices and responsible to submit fund request for both Operation and program needs
- Ensure timely financial review of payment requests and expense reports (travel expense reports and operational expense reports) , accuracy and completeness (per policies and procedures), ensuring expense reports fully approved as in line with country AAM threshold.
- Responsible to reviewing and reconciling invoice/transactions in Prosource for the south related transactions.
- Participate in tender opening as finance observer to ensure that all procedures and policies are implemented correctly.
- Prepare monthly balance sheet accounts reconciliation as assigned by the accounting specialist.
- Other month close tasks as assigned.
- Responsible for monitoring and track Hawala requests/payments reconciliation on regular basis for offices under Baghdad areas of responsibility.
- Responsible to Update and monitor payments tracker for offices under Baghdad areas responsibility.
- Work closely with finance officer to ensure that all documents scanned on time and archived as per Mercy Corps policy and field finance manual.
- Assist in responding to audit inquiries.
- Build finance staff capacity and improve their skills and knowledge for the locations under areas of responsibility.
- Ensure finance visit to MCIQ field locations in monthly basis or when required .
- Conduct him/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and not to jeopardize its humanitarian mission.
- Assist the accounting specialist and the senior finance manager to prepare DNGO annual financial and audit report for South and Central of Iraq.
- Other duties as assigned.
SUPERVISORY RESPONSIBILITY: Finance Officer-Baghdad.
REPORTS DIRECTLY TO: Accounting Specialist.
WORKS DIRECTLY WITH: Finance team, Procurement, Administration and Logistics Team, Program team.
Knowledge and Experience:
- Three or more years of accounting or bookkeeping experience, including experience with double-entry accounting
- A degree in accounting or a relevant business field
- Strong computer skills in MS Office programs, particularly Excel
- Familiarity with computerized, double-entry accounting software
- Strong organizational skills as well as attention to detail
- Excellent oral and written English skills and Arabic language skill
- Experience in supervising staff
- Excellent skills in Excel and other MS office.
- Experience in NGO field.
Success Factors:
A clear understanding of finance and procurement ethics as well as the willingness and ability to enforce compliance with Mercy
Corps and donor policies and procedures is essential. The ability to interact effectively with international and national staff members is required. A demonstrated ability to work quickly, accurately, meet deadlines, and process information in support of changing program activities is necessary. Recognition of and discretion in the sensitivities of the program is of crucial importance.
QUALIFICATIONS AND EXPERIENCES:
Successful candidates should meet the education and experience requirements in the position descriptions for the vacant positions and should have a strong and demonstrated knowledge to the related position, good written and spoken English, computer Skills and local languages.
S/he must be self- motivated, creative, tolerant, and able to work in difficult, stressful environments and follow procedures. S/he must respect diversity and gender equality at the workplace.
