About SEED Foundation: SEED Foundation is a registered NGO in the Kurdistan Region of Iraq. SEED’s mission is to protect, empower, and support the recovery of survivors of violence and others at risk. SEED’s programming focuses on three key objectives: 1) the delivery of transformational, comprehensive services including case management, mental health, and legal services, as well as psychosocial support activities; 2) strengthening the capacity of service providers through education, training, and capacity-development programs; and 3) ​promoting policy and social change to strengthen the rights of, and protections for, vulnerable groups and individuals through public awareness, technical assistance, and advocacy.

Job Overview / Summary:

The Project Manager (PM) will play a central role in the design, implementation, monitoring, and coordination of SEED’s projects across KRI. S/he will lead the daily management of project activities, ensure quality and compliance with donor and organizational standards, and coordinate across internal departments and external stakeholders. The PM will supervise project teams, contribute to reporting and proposal development, and represent SEED with donors, local partners, and government entities. This role requires a strategic mindset, strong leadership skills, and a hands-on approach to humanitarian and development programming.

Key Responsibilities:

Project and Grant Management

  • Lead the planning, coordination, and implementation of project activities in accordance with approved work plans, budgets, and donor agreements.
  • Ensure effective collaboration across programmatic, technical, and support teams to deliver high-quality and timely project outcomes.
  • Manage project budgets in coordination with the Finance team, ensuring compliance with donor regulations and internal financial procedures.
  • Monitor implementation to ensure activities align with organizational policies, donor requirements, local regulations, and best practices.
  • Oversee tracking and reporting of project outputs and outcomes, working closely with the MEAL team to support evidence-based decision-making and adaptive management.
  • Prepare and coordinate high-quality narrative reports and donor communications, ensuring accuracy, consistency, and timely submission.
  • Proactively identify implementation challenges and develop appropriate solutions to mitigate risks and maintain progress.
  • Support evaluations, assessments, and learning processes to capture lessons and improve project effectiveness.
  • Supervise project staff, including setting objectives, managing performance, and identifying capacity-building needs.
  • Maintain a calendar of project deliverables and reporting deadlines, ensuring timely and compliant submissions.
  • Ensure procurement, logistics, and administrative processes are followed in accordance with organizational and donor standards.
  • Lead project-level planning and prioritization, including resource allocation and progress monitoring.
  • Contribute to the development and refinement of tools, systems, and approaches to enhance project quality and operational efficiency.
  • Manage and coordinate with implementing partners or sub-grantees (if applicable), ensuring effective collaboration, communication, and compliance.
  • Support the ethical and safe implementation of all project activities, including appropriate data management and documentation.
  • Collaborate with relevant teams to troubleshoot and resolve project-related challenges and ensure effective delivery.

Monitoring, Evaluation, and Learning (MEAL)

  • Collaborate with the MEAL team to ensure effective monitoring systems are in place to track project progress and support adaptive management.
  • Contribute to the design and implementation of assessments, evaluations, and other learning activities to generate actionable insights.
  • Ensure that data collected through monitoring processes is used to inform strategic and operational decisions.
  • Foster a culture of learning, reflection, and continuous improvement within the project team to enhance overall effectiveness and impact.

Communications, Coordination, and Representation:

  • Coordinate the preparation of project visibility and communication materials, ensuring consistency with donor requirements and organizational branding.
  • Represent the organization in coordination meetings, donor engagements, and external forums, as assigned.
  • Establish and maintain strong working relationships with partners, government authorities, and other stakeholders to support effective project delivery.
  • Clearly communicate project objectives, progress, and achievements with internal and external audiences.
  • Contribute to organizational advocacy and policy engagement efforts, where relevant and aligned with project goals.
Qualifications & Preferred Skills

Qualifications and Requirements:

  • Bachelor’s degree in a relevant field required; Master’s degree preferred.
  • Minimum of 5 years of experience managing projects or programs within the humanitarian or development sectors.
  • Demonstrated experience with donor-funded project management, including private, institutional, or local donors.
  • Strong understanding of project cycle management, including planning, budgeting, implementation, and reporting processes.
  • Proven ability to manage budgets and ensure compliance with donor and organizational policies.
  • Strong leadership skills, with experience supervising teams and fostering professional development.
  • Excellent coordination, interpersonal, and communication skills.
  • Fluency in English and Kurdish or Arabic is required; knowledge of both is an asset.
  • Experience representing an organization externally and building strategic partnerships.
  • Ability and willingness to travel regularly within the Kurdistan Region of Iraq.
