Functional Role

 

 

The Logistics and Procurement Officer will play a central role in ensuring the effective, timely, and compliant delivery of goods and services in support of ASHOR’s projects. Under the supervision of the Director of Operations and Finance, the Officer will be responsible for managing the full procurement cycle, logistics coordination, and ensuring that all operations are conducted in accordance with ASHOR’s internal procedures and donor regulations.

 

Duties and Responsibilities

Procurement Management:

  • Lead the end-to-end procurement process including preparing requests for quotations (RFQs), bid analysis, supplier selection, and purchase orders.
  • Ensure that procurement activities comply with ASHOR policies and donor regulations.
  • Maintain an up-to-date supplier database and conduct regular market assessments to identify reliable vendors and monitor price fluctuations.
  • Coordinate the technical and financial evaluation of bids in collaboration with relevant departments.
  • Maintain complete and auditable procurement documentation for each purchase.
  • Monitor contract implementation and delivery schedules to ensure timely delivery of goods and services.

Logistics Coordination:

  • Develop and oversee logistics plans for field operations, including transportation of goods, staff travel arrangements, and supply chain planning.
  • Monitor the use and maintenance of organization vehicles, prepare vehicle movement schedules, and ensure logbooks are properly used and filed.
  • Supervise drivers and ensure adherence to safety and security procedures.
  • Ensure timely delivery and distribution of project materials to field locations.

Asset and Inventory Management:

  • Maintain inventory records of all ASHOR assets and ensure physical verification is conducted periodically.
  • Oversee the distribution, tracking, and maintenance of assets and equipment used by field and support staff.
  • Coordinate with the Operations Department to ensure proper storage conditions and logistics for stock items.

Administrative Support:

  • Support the Director of Operations & Finance in procurement planning and budgeting.
  • Submit regular logistics and procurement reports, including procurement tracking, inventory status, and delivery updates.

Coordinate with finance for invoice processing and payment requests, ensuring all procurement-related payments are supported with accurate documentation

Qualifications & Preferred Skills

Required Qualifications and Skills

  • University degree in Logistics, Supply Chain Management, Business Administration, or a related field.
  • Minimum 3 years of professional experience in procurement and logistics, preferably in the NGO or humanitarian sector.
  • Strong knowledge of procurement regulations, donor compliance (USAID, UN, EU), and contracting procedures.
  • Proficiency in Microsoft Office, particularly Excel and Word; familiarity with procurement software or ERP systems is an asset.
  • Strong analytical, organizational, and problem-solving skills.
  • Excellent verbal and written communication skills in Arabic and English (Kurdish is an advantage).
  • High level of integrity and accountability, with a demonstrated ability to handle sensitive information with discretion.
