
Context/Reporting line:
Under the overall supervision of the Head, Transition and Recovery Division, and the direct supervision of the Infrastructure Coordinator and in close coordination with Senior Programme Coordinator(EconRecDevL), the National Project Officer (Social & Environmental Management) is responsible for supporting the assessment, implementation, verification, monitoring and capacity building for social and environmental management of IOM TRD implemented programs, and in particular the KfW funded projects.
Core Functions / Responsibilities
- In coordination with the Infrastructure Coordinator, Sr. Livelihood Program Officer, and Sr. Field Coordinator, implement Environmental and Social Management Framework (ESMF) for all required TRD programs.
- Regular review of ESMF, suggest necessary amendment based on field findings and program requirements.
- Monitor the implementation of the ESMF verifying proper implementation of the Environmental Health and Safety mitigation measures.
- Liaise with the engineering and livelihood teams engaged in project implementation to follow up on effective and timely implementation of environmental management measures
- Prepare training materials and capacity building of filed staffs for environmental assessment, screening, mitigation and keep regular monitoring to the programs.
- Support regional teams for EDF business environmental risk assessment, provide technical inputs for the development of mitigation plans, implementation, and monitoring.
- Participate in the development of the industry specific environmental, health and safety guidelines for EDF businesses, training, and implementation with the field operation team.
- Gather data and compile all records and reports for information use and presentation to the donor and to highlight the projects.
- Participate in all necessary field surveys, site examinations and necessary evaluations for infrastructure, EDF and CFW programs.
- Participate in environmental audits and follow up surveys to ensure the compliance of ESMF for various sub projects.
- Collect and present Review applicable Iraqi environmental, social, and occupational health and safety laws for consideration by relevant Project Managers.
- Prepare monthly Environmental Monitoring Reports. The reports should identify any environmental and social issues or cases of in compliance and make recommendations for corrective action.
- Undertake regular site visits to verify contractor and businesses compliance with the ESMF implementation throughout project implementation.
- Any other tasks assigned by the line manager.
Education:
- Bachelor’s degree in environmental engineering, Environmental Studies, Environmental Science, or any related field from an accredited academic university or institute with 2 years of related professional experience.
Experience and Skills:
- Demonstrated experience in environmental management and environmental sustainability and supervision of environmental aspects of infrastructure projects.
- Ability to express and report results in a concise and clear manner; and Demonstrated ability to work within a multi-disciplinary team environment, while demonstrating initiative and self-motivation.
Languages:
- Fluency in English, Kurdish and Arabic is required is required.
