
BACKGROUND
People in Need (PIN) is an international, non-profit organization providing humanitarian and development assistance in over 20 countries worldwide. Formed in 1992 in the Czech Republic, PIN has grown to be the biggest organisation of its kind in post-communist Europe, providing relief where it is needed, and empowering civil society at home and abroad. PIN began its work in Iraq in 2003, mainly in response to deteriorating humanitarian situation in the country and massive displacement of people from conflict-affected areas. Since then, PIN has maintained a strong presence in Iraq. Apart from humanitarian aid, PIN is currently working on long-term programmes supporting restoring livelihoods, education, climate change adaptation and civil society & good governance programming (CSIG).
POSITION SUMMARY:
The Livelihood Expert will contribute to successful implementation of livelihood projects in one of the following technical capacities: skill development (TVET, OJT, coaching, mentoring, etc.), climate resilience agriculture, business development and support, sub-granting financial support to SMEs and start-ups. The role will be crucial for the overall development and quality of PIN’s program portfolio on economic empowerment and livelihoods. The staff will report to the Project Manager and actively coordinate with other field staff, e.g. Livelihood Field Officers, other Technical Expert, and work in close cooperation with all support departments (MEAL, Finance, Log/Admin/HR, and Security).
The Livelihood Expert will primarily be responsible for supporting field implementation and coordination of planned projects and ensure their methodological linkage to PIN, Donnor´s and national requirements.
RESPONSIBILITIES:
The activities include, but are not limited to the following:
- Consult with MEAL department and PIN Global Technical Advisors the design and the methodology for rapid Labour Market Assessment, Training Needs Assessment, etc., and to coordinate the data collection and analysis,
- In collaboration with key stakeholders and PIN Global Technical Advisors, develop and rollout of training curriculum for specialised vocational trainings/business skills development training/OJT,
- Support in the selection of beneficiaries as determined by the vulnerability assessment in coordination with local authorities,
- Lead the capacity building/training programs reflecting on the findings of prior technical and needs assessments,
- Technical advisory for Livelihood Field Officers on implementing field level activities – in alignment with project´s design and methodology,
- Effectively prioritize tasks and seek guidance from the Project Manager in case of any unclarities.
Additionally, Livelihood Expert will support the Project Manager in tasks related to:
- conducting field visits, assessments in section to collect data and monitor project progress,
- ensuring project’s progress according to the direction provided by the Project Manager, ensuring that outputs are on schedule according to the designed workplan,
- supporting the Project Manager in management of the financial/admin issues in coordination with the Country Programme Coordinator and the Finance Officer,
- providing technical assistance, guidance, training, and supports for other field staff (Field officer, TVET expert, enumerators) and beneficiaries,
- providing data and information necessary for reporting (on a weekly basis) and documenting field activities, findings and recommendations,
- together with Project Manager, represents PIN and liaise with local authorities, key stakeholders (research institutions, private companies), UN agencies, international and local organizations, and representatives of the target communities,
- effectively prioritizing tasks and seek guidance from the Project Manager in case of any unclarities,
- ensuring compliance with safety standards, polices, and procedures in the field.
EDUCATIONAL AND WORK EXPERIENCE:
- Education and Certifications: Master’s degree
- Work Experience: Over four years of relevant professional experience
- Computer Skills: Proficient in Microsoft Word and Excel (intermediate level)
- Languages: English (Upper-Intermediate) Arabic and Kurdish (fluent)
- Technical knowledge essential for job performance, such as double-entry bookkeeping, PCM knowledge, Sphere standards, etc.
- Relevant educational and/or professional background in livelihoods programming, including a Master’s degree or Bachelor's degree in Business Management, Project Management, Social Sciences, Development Studies, or a related field.
- Demonstrated experience in the implementation of at least five projects in one or more of the following areas: business skills development, business planning and mentorship support, agriculture or climate-resilient agriculture, skill development programs (such as OJT, TVET), or related fields.
- Strong coordination skills with a proven ability to manage multiple technical areas and support diverse team members.
- Experience in project monitoring and progress tracking against set targets.
- Strong communication skills with various stakeholders.
- Experience working with local government authorities and within the NGO sector.

- Excellent communication and organizational skills, with a results-oriented and reliable approach.
- Ability to work effectively under pressure, demonstrating a proactive and independent work style.
- Strong understanding of community engagement and the ability to communicate with impact and respect.
- Capable of handling complex situations and resolving related challenges efficiently.
