Description

Médecins Sans Frontières (MSF) is an international, humanitarian, non-governmental organisation providing assistance to people in need as a result of natural and man-made disasters, irrespective of race, religion, ideology or politics.

 

We are seeking to employ a candidate for the following position:

ICT Supervisor

 

Place of work: Ninevah Governorate - Nablus Hospital

Main purpose of the job:

Executing the maintenance, follow-up and monitoring of all IT and Telecom equipment, tools and services, as well as ensuring onsite technical support and training of users under his/her responsibility in accordance with MSF standards, policies, protocols and procedures, in order to guarantee the efficient use of all IT and Telecom services and in-frastructure.

 

Accountabilities:

 

  • Monitoring, maintaining and following up on all Information Technology (IT) and Telecom equipment, tools and services in the mission, in accordance with MSF standards, policies, protocols and procedures.
  • Supervising, implementing and improving data security protocols (data saving, firewall, User Access right, backup, security for equipment and software, etc.) to ensure data security, availability, and immediate operational recovery and continuity in case of emergency.
  • Providing technical support and presenting MSF standards, policies, protocols and procedures to all users. Providing advanced technical support to logistics experts dealing with IT and Telecom systems. When needed, liaise with the Information Technology Manager and/or HQ Technical Referent for 2nd line support, as well as with external providers, to ensure any incidents or problems that cannot be solved at his/her level are appropriately escalated.
  • Providing educational support (briefing, training and support, etc.) to all users. Providing advanced educational support (briefing, training and support, etc.) to logistics experts dealing with IT and Telecom systems.
  • Providing regular activity reports for the sites under his/her responsibility in accordance with MSF guidelines. Updating and archiving all user and ICT (Information and Communications Technology) related documentation due to changes in the IT and Telecom infrastructures.
  • Participating in the establishment of the annual budget of the IT and Telecom families. Providing his/her technical expertise in the local purchase process.
  • Planning, preparing and reporting the visits to the site(s) under his/her responsibility to ensure the preceding points.
  • Performing any other task, specific to his/her area of specialty, as defined in his/her job description and according to the line manager.

MSF CH/Context Specific Accountabilities

 

ICT Supervisor is a full time Job at Mosulwest project therefore should be available to support other projects to ensure that their needs related to IT are met and timely support is provided by the IT Supervisor and IT Manager. Below are the responsiblitlies that ICT Supervisor will have in Mosul and other Projects:

 

ICT Assett Management:

  • Management and follow up of the ICT TruckMyStaff including MSF laptops, smartphones, printers, and the rest of the ICT equipment.
  • Distribution and Reception of ICT equipment; using Equipment Liability Contract for each staff in the project.
  • Keeping track of all the ICT equipment by filling and signing MSF Equipment Reception form for all MSF Equipment that are given to users.
  • Sorting out the invoices of the visitor post-paid phones and providing a detailed list of all the phone numbers and their fees.
  • Follow up and update of ICT stock inventory; stock cards, monthly stock report etc.

 

 

Daily Troubleshooting:

  • Assist all the staff with their IT needs with the support of the IT Manager from Erbil when needed.
  • Monitoring of the project internet and network and insuring stable and reliable connection in the office.
  • Installation, maintenance, and cleaning for all MSF printers in the projects.
  • Monthly test of all the Sat phones and Bgans located in the office and guesthouses and keeping track of the dates of the tests. Reporting back any issues that may occur.
  • Email, Teams and troubleshooting related to all other applications used for official needs are done on timely basis.
  • Organize a smooth work request system in both projects for efficiency and prioritise issues with the help of LTL and Logistics Manager by sharing information and communicating with them.

 

Data Security/Updates/Checks:

  • Making sure that all MSF staff perform their computer backup on weekly basis by sending them reminder and following up with them by keeping track of the dates.
  • Updating all the MSF laptops of the project on monthly bases and having a track of the dates of updates for all laptops.
  • Ensure that the antivirus updates are downloaded on Nestor and the databases are updated on user computers/laptops.
  • Installing MSF operating systems and laptop configuration for users such as configuring emails, shared folders, OneDrive, and the rest of needed MSF apps and programs.
  • Ensure to check the project SAT equipment on regular basis (Weekly) to ensure the devices are ready all the time.

 

IT Policy Implementation:

  • Assist the IT Manager in implementation of the mission IT CSP.
  • Provide relevant input on the preparation and update of the IT CSP to improve the user end support.
  • Reporting back to the IT Manager on regular basis with all the tasks performed.

 

Reporting and Communicaton:

  • While in the project MSL/other Project report to the LTL,Logistic Manager, and IT Manager regarding the issues, work done in the respective projects.
  • Communicate regularly with Technical Responsible on the potential issues/challenges faced in the projects and proposed solutions.
  • Share input for Monthly Logistics Reports with respective Logs in all projects highlighting major activities and achievements, challenges and plans for next month.
  • Submit a weekly technical report to the IT Manager, summarizing tasks completed during the previous week and outlining the plan for the current week.
Qualifications & Preferred Skills

 

Specific requirements for the role:

 

 

 

Education

-        Essential: Bachelor’s degree in computer science, technologies, or relevant studies

-        Formal technical training and certifications in the domain would be an asset.

 

Experience

-        Essential: Mandatory 1 year of proven experience in IT or technical functions

-        Desirable: Experience in MSF or other NGOs in developing countries.

Languages                          

-        Essential: Fluency in English (minimum B2) and Arabic

 

Knowledge

Essential

-         Expertise in latest version of Microsoft Operating System and business applications (Office365)

-         Good knowledge of computer hardware and maintenance processes, network theory and their respective protocols, main email systems, IT security best practices and IT service management tools (ITSM)

-         Understanding in Server Management (latest version of Microsoft Operating System, Active directory) and virtualization (Hyper-V)

-         Understanding of radio telecommunication concepts (HF, VHF, GSM, Satellite)

-         Good Knowledge in CCTV systems.
