Purpose/objective of the position:


In collaboration with the HOM and the Senior Management Team, he/she leads the definition and
implementation of the mission’s human resources requirements, assessing the staffing needs and
ensuring that they are adequately met, and strengthening staff capabilities and active participation in
order to achieve the mission’s goals effectively. In accordance with INTERSOS HR vision and values,
he/she ensures that the mission is a responsible employer, assumes responsibility for HR administrative
issues, and provides proactive support to management (programme and operations) to ensure proper
HR management across the mission. In collaboration with the Area HR Coordinator, he/she supervises
all aspects of the management of national staff and contributes to the definition of HR policies and
strategies.

Duties:


Ensure INTERSOS manages its Human Resources as a Responsible Employer:
● Under the supervision of HoM, is responsible for all human resources management of the mission,
ensuring it is in line with standardized HR policies and Iraqi and KRI labor laws.
● Supports Area HRCO and HoM in the implementation and revision of all HR Policies for international
staff adapting standard INTERSOS policies to the missions.
● Works in close collaboration with the Area HR Coordinator to develop local policies defining or
adapting INTERSOS standard policies to the missions.
Analysis of Human Resources needs:
● Contributes to plan and define the HR needs in coordination with the HOM and the Senior
Management Team; analyses local capacities and contributes to identifying the optimum team set-up to achieve the mission’s objectives; identifies key indicators to follow up the results; and
revises the HR plan accordingly.
● In coordination with the HOM, defines HR strategies at mission level for national staff, ensures that
the capacities and competences needed are developed, and sets short-, medium- and long-term
priorities (including for recruitment, remuneration, management and staff learning development).
● Provides regular advice and technical expertise to the HOM, Coordinators and Managers, in order to
design job profiles, organizational charts and decision-making channels for international and
national positions.
Supervise recruitment:
● Identifies the best local sources of recruitment according to the needs and objectives of the
mission and defines the recruitment strategy based on the analysis of labour market with the
objective of recruiting professionals and people with potentials to develop within the organization.
● Ensures a good knowledge of labour market: in terms of profiles available, level of qualifications,
specificities, lead or request labour market studies and benchmarking studies.
● Supervises the HR Manager ensuring that local staffs in the missions are properly recruited
according to the Recruitment Policy and labor laws.
● Ensures that the recruitment process takes into account gender, community participation and
vulnerability criteria.
Supervise Management of Human Resources (International and National):
● Puts in place a system of regular induction in the field of all international staff and national staff.
● Provides expertise to Coordinators/supervisors/activity managers on how to manage HR (team
management, conflict management, stress early detection, communication, meetings…)
● Facilitates the resolution of conflicts among mission staff, in a fair and impartial manner respecting
HR policies.
● Follows up on staff complaints relating to HR issues (recruitments, renumeration, line
management, etc), resolving them in a fair and appropriate manner and flagging any serious cases
or issues likely to affect staff morale to the HoM.
● Under the supervision of the HoM and in accordance with the HR policies and disciplinary
procedures, contributes to the prevention, detection and management of staff misconduct.
● Monitors regularly the living conditions of field offices and GH, including through regular visits as
well as communication with the HR staff in the field, to ensure they are up to INGO standards;
informs the Head of Mission and Area HRCO of any issues identified.
● Supports the Personnel Development Coordinator (PDC) in rolling-out the Learning & Development
policy for national staff.
● Ensures that the performance appraisal process is done regularly and in a professional manner.
Management of International staff:
● Support Area HRCO and HoM in disseminating HR policies for International Staff, especially: House
Allowance, Leaves and R&R, Staff Separation Clearance Checklist.
Supervision and Technical Support of the HR team:
● Day to day support and supervision of the HR manager including through coaching and mentoring.
● Guides and supervises the HR Manager in the implementation of INTERSOS HR policies in
accordance with local laws and donor compliance regulations.
In close collaboration with the HR Manager, provides technical expertise to the HR staff in the field
as needed.
Other tasks:
● Submits the monthly HR report to the Head of Mission and area HR Co.
● Contribute to developing additional HR policies (mobility policy, per diem policy, etc).
● Supports the HoM to ensure the mission’s HR policies and practices are in compliance with legal
requirements in Iraq.
● Supervises and manages administrative processes for all staffs (i.e. employment contracts, payslip,
etc.), to ensure labour legal compliance and to improve employer branding awareness.
● Represents INTERSOS in meetings with Authorities and other NGOs for HR Administration-related
issues, when requested to do so by the HoM.

Qualifications & Preferred Skills

Person Specification:


Education and professional experience:
● University Degree in Human Resources Management or other relevant qualification.
● Minimum 5 years professional experience in Human Resources with experience in an INGO.

Competencies: (Knowledge, Skills & Abilities)
● Computer literacy (Word, Excel, Power Point).
● Good leadership skills.
● Strong technical knowledge of Iraqi labour law.
● High confidentiality, respect, and non-discriminatory attitude.
● Good interpersonal and communication skills
● Strong analytical and report writing skills.
● Strong planning and organizational skills.
● Ability to work under pressure and as part of a team.

Languages:


● Fluency in Arabic, Kurdish and English (written and spoken).
● Italian is an asset.
