Call for Applications for Consultant/Mentor Position

Terms of Reference (ToR) – Consultant/Mentor

Background

Women Empowerment Organization (WEO), in partnership with GIZ, seeks a consultant/mentor to conduct a Capacity Building Needs Assessment for the project “Strengthening Women’s Rights Organizations and WPS Networks to Advance Equality in Iraq.” The project aims to create an enabling environment for women’s meaningful participation and enhance policies that advance women's rights and the Women, Peace, and Security (WPS) agenda.

Duration of the consultancy and mentorship: four to six months. 

Objectives of the Consultant/Mentor Position:

  1. Conduct a thorough needs assessment for five selected Women Rights Organizations (WROs):
    • Identify capacity gaps specific to the five selected WROs.
    • Develop a capacity-building action plan for WROs to address key areas, including organizational structure, leadership, policy advocacy, and climate change integration.
    • Support in developing or refining the advocacy policy for each of the five WROs tailored to their specific needs and contexts.
    • Review existing strategic plans of the five WROs to align with the principles of the WPS agenda.
    • Provide mentorship and support to the five WROs during the advocacy campaign development and implementation process.
    • Provide an inception report assessment and action plan for each organization, as well as a final report and recommendations.

 

  1. Conduct a thorough needs assessment for one WPS Network:
  • Identify capacity gaps specific to the selected WPS network and develop a capacity-building action plan for the WPS Network, focusing on building its institutional and thematic capacities to effectively lead the coordination mechanism for the WPS agenda in Iraq.
  • Support the WPS Network in developing or refining their key policies, including but not limited to safeguarding policies, strategic plans, resource mobilization strategies, and advocacy strategies.
  • Provide tailored support to ensure the network’s policies align with its goals and the broader WPS agenda through online and offline sessions with 8 to 12 network members, focusing on management and program staff responsible for policy and strategy implementation.
  • Provide an inception report assessment and action plan for each organization, as well as a final report and recommendations.

 

 

 

 

Qualifications & Preferred Skills

Skills and qualifications

  • Degree in Development, Human Rights, and Organizational Studies, or a related field.
  • Expertise in organizational development, with proven experience in capacity needs assessments and designing capacity-building programs, or training, particularly in women's empowerment contexts.
  • Experience in working with WROs in Iraq and the Kurdistan Region.
  • Knowledge of WPS agenda and women’s rights in Iraq and the Kurdistan Region.
  • Fluency in English, Arabic, and Kurdish.
  • Excellent communication and interpersonal skills.
