Provision of animals for Sacrifice

  1. Introduction and Context

Secours Islamique France (SIF) is a non-governmental international solidarity organization based in France. Founded in 1991, SIF is a non-profit and non-political organization that intents to help, to bring relief and to protect the lives of those threatened by natural disasters, displacement and poverty. SIF intervenes in more than 20 countries around the world through operations of emergency aid, recovery and development. SIF provides its support to the most vulnerable since more than 20 years in the respecting cultural diversity, without any distinction of origin, religion or sex.

  1. Objectives of the Assignment

The project aims to sacrifice 4 calves/cows in Mosul, 6 calves/ cows in Erbil during Eid al-Adha to meet the immediate food needs of a vulnerable population (IDPs, Returnees, refugees, and host communities) to enable them celebrate Eid al-Adha properly. Therefore, SIF is requesting suppliers to submit their quotations for purchasing animals, slaughtering the animals for sacrifice during Eid al-Adha and packing the meat to SIF bags and transporting to the distribution site in Mosul, and Erbil.

 

  • Duties and Responsibilities of Supplier

 

  1. Purchase of 10 calves/cows on the following criteria:

Under the SIF methodology, animals will be procured directly from livestock suppliers following SIF's established procurement rules. 4 animals should be procured to Mosul, and 6 animals in Erbil at least 7- 10 days before Eid as SIF have to do the veterinary checkup before Eid.

 

The criteria for the procurement of animals include:

  1. The animals must be at least 2-year-old or above that fit for sacrifice.
  2. The animals must have a minimum live weight of 230kg.
  3. The animals must be in good health (free from disease, ticks).
  4. The animals should not be weak and must be able to walk freely.
  5. Iraqi breeds of cows and calves are preferred.
  6. The animals that have any deformity will not be procured.
  7. Veterinary certifications must be provided.
  8. The animals must be free from disease (such as foot and mouth, CHF, and other). SIF will arrange for an inspection and vaccination from a veterinary expert.
  9. The live animals to be acquired and be ready for sacrifice at the assigned distribution point before Eid al-Adha
  10. If the animal is a cow, it should be not pregnant.
  11. The animals should match SIF requirement and the regulation and rules of Islamic Shariya’s to be used in Eid al-Adha as Qurbani/sacrifice.

 

  1. Slaughtering, skinning, cleaning, and packaging 10 calves/cows of sacrifice meat according to the following rules:
  • The supplier is responsible for slaughtering, skinning, cleaning of 10 animals for sacrifice during Eid al-Adha.
  • The supplier is responsible for packing the meat into bags in slaughtering house.
  • Each bag to contain 4 KG of meat (supplier should weight the meat).
  • SIF will provide visibility bags for packing.
  • Expected number of meat packs (+ 287) packs.
  • Animal organs like (heart, liver, kidney. etc) have to be packed separately from meat.

The slaughtering of sacrifice will be started from the second day of Eid al-Adha after the Eid prayer and within 3 or 4 days. The following approach should be used by the supplier:

 

  1. The animals must be transferred from the parking area to the nearest slaughterhouse.
  2. SIF team will ensure that Sacrifice is conducted in line with Islamic principles and humane practices to animals.
  • Minimize the suffering of the animal, which must be treated gently, without brutality or violence.
  • Empty the animal with its blood, without knocking it out and using a sharp knife.
  • The animal must not see the knife or other animals die. More generally, the animals to be sacrificed must be kept away from the slaughter site to avoid causing stress.
  • The person performing the sacrifice must be Muslim.
  1. SIF team will monitor the packing process of meat to be line with Islamic standards.

 

  1. Transportation of meat by refrigerated transport trucks to the distribution site.

The supplier is responsible for:

  1. Providing refrigerated trucks per day that can contain around (150) meat packs of 4 KG inside the truck.
  2. The supplier is responsible for loading/unloading the meat packs inside the refrigerated trucks. However, SIF daily workers will take responsibility for distribution of meat.
  3. The supplier should be able to transport the meat in the trucks directly to the distribution site at 7:00 am and stay at the location until SIF teams finish the distribution every day.
  4. The supplier has to provide additional ice and keep it on the refrigerated trucks to avoid any damage of meat due to hot weather during the distribution process.
  5. The distribution will take (3-4 days) maximum.

 

Additional requirements:

  • The Supplier should allow SIF to go inside their farm to monitor the checking of the live animals, record/take pictures and videos.
  • The Supplier is responsible for issuing all the required access letters from the local authority for all the process.
  • The price should be all inclusive, SIF will not be responsible for any additional cost.

 

  1. Planning and timeframe

SIF will arrange the site of distribution in Mosul and Erbil. SIF will take responsibility for distributing the meat packs. However, the supplier trucks should stay available and operating in the SIF distribution site until finishing distribution process for each day. The distribution will be conducted within (3-4) days during Eid al-Adha (10th June – 14th June 2025). This will be decided after the selection of a supplier.

Qualifications/ Experience and Conditions

  • Supplier is recommended to purchase animals from city where the distribution will be to avoid any security issue or delay.
  • Demonstrable prior experience in supplying animals for sacrifice, animal slaughtering preparations and packing/transporting the food/meat with good, refrigerated vehicles.
  • Ability to deliver products according to the specified technical requirements.
